Job Summary

Evergreen Treatment Services, a private nonprofit that has been in operation since 1973, has earned a local, regional and national reputation for excellence in the services we provide.  ETS operates four federally accredited opioid treatment programs for adults with opioid use disorders across western Washington, and a street-based, outreach and case management program for homeless adults with chemical dependency in downtown Seattle. 

This position shall serve as the primary contact person with their assigned agency patients. It is through the counselor’s ongoing individual contact with his/her patients that the major objectives of treatment are attained. S/He shall provide assigned patients with necessary program information and scheduling referrals to internal and external resources, individual counseling, and guidance in developing their treatment plans and goals. This position will also coordinate, develop, and oversee the group counseling services at all Evergreen Treatment Services opioid treatment program locations. The nature of this position is fast-paced in high-stress situations and conditions. 

Job Functions (May Include)
Chemical Dependency Counselor:
1.    Consistently implement established agency policies and treatment procedures in regard to work with assigned patients.
2.    Provide individual counseling and case management services to assigned patients. 
3.    Consistently maintain professional boundaries with patients and coworkers. 
4.    Prompt, accurate completion of progress notations of all interactions with patients in assigned patient files.
5.    Professional preparation and prompt submission of:
a.    Initial treatment plans 
b.    90 day treatment plan
c.    Responses to positive urinalysis / breathalyzer results
d.    Administrative detoxification notices
e.    Letters of assistances and referral for assigned patients
f.    Closing treatment summaries for discharged patients
g.    Daily activity forms
h.    Required state and agency recording forms (such as TARGET reports)
6.    Act consistently to protect the confidentiality of all patients and the integrity of professional staff communication and behavior.
7.    Adhere to all of the confidentiality requirements and guidelines outlined in the 42 CFR, Part 2 federal regulations pertaining to chemical dependency treatment records.
8.    Serve as a leader or co-leader of therapy or educational groups and provide other treatment activities (such as intake assessments).
9.    Meet with primary supervisor for the purposes of patient clinical consultation and clinical skill development, and/or other designated supervisor staff for the purposes of reviewing patient documentation and treatment planning issues. 
10.    Coordinate assigned patient treatment with other staff departments (such as dispensary, reception, medical and psychiatric staff).
11.    Participate in Treatment Team meetings where s/he will review patient treatment progress and status, hear and act on patient appeal of administrative action and program non-compliance issues.
12.    May also be responsible for the observation of patient urine collection for the purpose of drug screen urinalysis when needed.

Group Counseling Program Coordinator/Developer:
1.    Ensure group counseling services are designed, structured and delivered in a standardized manner at all Evergreen Treatment Services opioid treatment program locations, including, but not limited to Orientation, HIV/AIDS Education, Take-Home Education Sessions, and Pregnancy Group.
2.    Design new skills-based groups based on evidence based practices to supplement services at all opioid treatment program locations, such as Relapse Prevention and Seeking Safety.
3.    Maintain and create up-to-date documentation/manuals of group structure and delivery, ensuring each opioid treatment program location is using the most recent process. 
4.    Train counselors at each opioid treatment program location in order to standardize the delivery of the group interventions. Provide on-going support and supervision for those counselors assigned to lead groups.
5.    Periodically review group programs and trainings at all sites to ensure fidelity is maintained and re-train if necessary to ensure fidelity is restored.
6.    Continuous evaluation of the group processes at each location to ensure groups are meeting site specific needs. 
7.    Review current agency group counseling procedures and evaluate if a group’s process can be streamlined and create a more efficient use of counseling staff’s time.

Qualification Requirements

Education
Academic training in the social service field and in the area of chemical dependency treatment is required in accordance with the qualifications for a Department of Health licensed Chemical Dependency Professional (C.D.P.) or licensed Chemical Dependency Professional Trainee (C.D.P.T) as stipulated in the WAC. The counselor is required to maintain this status and complete continuing education requirements throughout their employment. The Counselor must also provide the agency with ongoing documentation of their current Washington Department of Health C.D.P. or C.D.P.T. license credential throughout their employment. Master’s degree preferred.

Experience
Work experience in the social service field and in the area of chemical dependency treatment is required in accordance with the qualifications for a Department of Health licensed Chemical Dependency Professional (C.D.P.) or licensed Chemical Dependency Professional Trainee (C.D.P.T) as stipulated in the WAC.

Additional Requirements
1.    This position shall have good interpersonal skills and knowledge of substance abuse treatment planning and counseling issues.
2.    This position will be able to work well under stressful situations and conditions, and be creative in developing and implementing effective approaches to chemical dependency treatment. 
3.    Counselors with a history of personal substance abuse must have been abstinent for a minimum of three years prior to employment. Current substance abuse by any staff member will not be tolerated and will lead to possible employment termination. 
4.    Computer literate, with basic knowledge of Microsoft Office Suite, and electronic medical records systems, as well as a high level of initiative in keeping current with technological change.
5.    Ability to prioritize workload and activities, and follow through on assigned tasks to assure completion in a timely manner. 
6.    Ability to handle multiple tasks and switch between tasks quickly.
7.    Dependable, able to work under pressure; receptive to change, willingness to learn, cooperative approach to problem-solving
8.    Ability to establish and maintain effective working relationships with staff, clients, and outside contacts from a wide variety of ethnic, socioeconomic and cultural backgrounds; good diplomatic skills; including strong conflict-resolution skills. 
9.    Flexible team player and strong planning skills.
10.    Excellent attention to detail and analytical skills.
11.    Good basic clerical skills including typing, ability to proof own work, good grammar and spelling.
12.    Work hours are negotiated and approved by the employee’s supervisor, as evening and weekend hours may occasionally be required when needed.
13.    Must be able to pass a criminal background check. 

Language Skills
1.    Ability to read and interpret general business correspondence, policies and procedures, referral information, financial documentation and applicable government regulations.
2.    Ability to write business letters, uncomplicated reports, instructions and procedures.
3.    Ability to present information effectively and respond to questions from patients, staff, referral sources and the general public.

Mathematical Skills and Reasoning Ability
1.    Thorough knowledge of and ability to apply business arithmetic skills accurately and rapidly.
2.    Ability to solve practical problems and deal with a variety of concrete variables in situations where standardization may be limited. Ability to interpret a variety of instructions furnished in written, oral, schedule or diagram format.

Physical Requirements
1.    The employee is regularly required to sit; use hands to finger, handle or feel objects, tools or controls; reach with hands and arms and talk or hear; frequently required to stand, walk and kneel; occasionally to climb balance, or stoop; rarely to crouch or crawl.
2.    The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close, color and peripheral vision and the ability to adjust focus. The noise level in the work environment is moderate.
