This requirement provides labor support for physical, information and personnel security for MARFORCYBER (MFCC) and the MCCOG (Marine Corps Cyber Operations Group). The objective of the MFCC/MCCOG security branch is to provide Information, Personnel, Administrative and Physical Security to all MFCC/MCCOG facilities and personnel. The Security branch must also establish and implement a solid security management program that will ensure the proper handling and safeguarding of information and personnel at all levels. The Contractor will support the security branch mission and support MFCC security office in monitoring of daily activities of all personnel and visitors, to include logging, escorting, and assisting an average of 5,000 visitors annually.

Duties and Responsibilities

  • Administer routine aspects of industrial security programs and support SCI programs in compliance with the NISPOM, JAFAN’s, DCID’s, ICD’s and other applicable government security directives associated with SCI security programs;

  • Implement and monitor SCI security policies and procedures; ensure compliance with all aspects of the security program used by MFCC;

  • Establish and maintain a working relationship with all government agencies while building/managing SCIFs as well as filing necessary clearance paperwork for MFCC and MCCOG personnel;

  • Assist personnel in completing SF86 packages;

  • Coordinate with customer security representative to process security clearance requirements;

  • Review all security paperwork for accuracy, completion and submission;

  • Maintain SCIF visitor control functions and prepare visit authorization letters;

  • Develop and provide new employee security briefings, exit interviews, and debriefings;

  • Investigate and report security violations and incident reports;

  • Work closely with the Facility Security Officer (FSO) in preparing DD254 forms;

  • Conduct SCIF self-inspections in preparation for security audits;

  • Prepare written reports of surveys and inspections;

  • Maintain all security documentation and files in accordance with government requirements;

  • Provide front office access support for visitors and new personnel, to include temporary badges

Knowledge, Skills and Abilities

  • Must have excellent knowledge of government and industrial security requirements.

  • Knowledge of the state-of-the-art in intrusion detection systems and devices, safes and other storage containers, locks and locking systems, and personnel entry control systems.

  • Specialized experience in program security and/or security administration.

  • Knowledge of DODCAF, SCI security requirements and various manuals.

  • Excellent written and oral communication skills.

Security Requirements

The selected individual must be able to successfully pass a background and drug screening as a condition of employment.  The selected individual may/will be subject to a Government security background investigation and must meet eligibility and suitability requirements. Clearance level requirement may be subject to change at the government’s discretion. In this event, you will be required to obtain and maintain a required Top Secret with Sensitive Compartmented Information (TS/SCI) Clearance with a Counterintelligence (CI) Polygraph for the duration of your employment. Incumbent may be selected at a higher or lower clearance level as specified by any change made by the Government.

Educational / Work Experience

  • Minimum of four years of experience, of which at least two years must be specialized in program security and/or security administration.

  • Associates (Bachelor's preferred) degree in a field related to the duty description, and three years of related or industrial security experience.

  • Experience supporting or serving in the military preferred.
