Project Manager III / Administrator: Project Manager for the development of Transportation/Stormwater functions for general engineering, construction, and/or programs/projects, including Capital Improvement Projects. Typical projects involve inter-agency, inter-jurisdictional or multi-disciplinary coordination and public involvement.
Manages capital, operational and planning type projects within the Transportation/Stormwater design group. Directly responsible for the oversight of several projects at any given time. Responds to issues and is responsible for making project final decisions. Manages design and construction contracts to ensure fulfillment of contractual obligations by engineers, construction contractors, and consultants. Develops and maintains project cost estimates and monitors CIP project expenditures. Prepares progress reports. Initiates, authorizes and monitors requests for change of scope. Reviews and authorizes progress payment requests.
Coordinates work done by teams consisting of internal stakeholders, engineers, inspectors, and operational groups and provides leadership to project team to resolve disputes. Develops and maintains effective working relationships with inter-departmental agencies. Confers and coordinates with contractors, engineers, inspectors and other parties to ensure County design standards are adhered to. Assists in providing on-site resolution of design or construction problems and coordinates with other agencies for permitting projects as needed.
Partners with Procurement to prepare solicitation for Professional Services; Reviews proposals, prepares and presents selection matrix to PSRC; facilitates discussions of contract scope, budget and schedule with selected consultant; ensure contracts include all necessary work scope to complete project; prepares project related correspondence; coordinate construction Bid advertising with Procurement; reviews Construction Proposals and coordinates consultant recommendations.
Prepares and presents Board presentations for design contracts and project updates.
Minimum Qualifications:A Bachelor's Degree from an accredited college/university in Engineering, Project Management or a highly related field and five (5) years (minimum) of experience in project management or capital improvement project management and Project Management Professional (PMP) Certification OR the ability to attain certification within 12 months from date of hire. A Master's Degree can substitute for one year of required experience. Project experience can substitute for education on a year-for-year basis depending on the type of experience. A valid Driver's License is required.
Preferred Qualification: Professional license in related field.
