Supervisor, Land Acquisitions (Official Job Title: Business Professional II):  This is responsible professional and public contact work in coordinating and managing research of property title, negotiations and acquisitions of real property interests, management of the disposal of County surplus lands and leasing to meet County needs.


  • Complete acquisition activities from start to finish involving but not limited to complex, high cost and difficult purchases of real property.  Review construction plans and recommend alternatives to reduce acquisition costs and prepare reports based on project costs vs. actual costs.  Works closely with County Attorney’s Office in obtaining legal information necessary for preparing legal documents, maintaining and organizing files & recording transactions required for acquisition of land and condemnation proceedings.  Assists in strategies with development of court hearings.  Performs skillful, fair and meaningful & effective negotiations with property owners, business owners and tenants.  Justifies settlements through written reports and oral presentations to management and customers. 

  • Coordinate and supervise title research and examination on properties, including but not limited to, chain of title research, any properties identified on the tax rolls, TIIF properties, submerged lands, gap or hiatus areas, and any other properties identified by Staff, by a search and examination of the public records for recorded instruments which create, or purport to create, an interest in, a lien against, or an encumbrance on the title to the parcel of land under search.  The title search shall be conducted per Marketable Record Titles to Real Property as specified under Chapter 712, Florida Statutes. 

  • Supervise acquisition activities to ensure compliance with State, local, and FDOT regulations.

  • Oversee and manage contract negotiations in connection with all County leases (Lessee and Lessor) and the preparation of legal documents and ensure compliance with applicable state laws and County ordinances relative to leasing.  Analyze options and develop and implement policies and procedures for property management and leasing of County owned lands. 

  • Independently manages project acquisitions by hiring, reviewing and approving payment for professional services required to perform work tasks, including surveys, title reports and appraisals. 

  • Supervising of the Property Management in the absence of the Property Management Manager. Assist with the preparation of the annual Property Management budget. 

  • Miscellaneous activities including but not limited to educational training classes, County Expo and other committee activities.  Provides assistance as needed to manager. 


Minimum Qualifications:   A Bachelor’s Degree from an accredited college or university in Real Estate, Public Administration, Business, Finance, Planning, or job-related field and two (2) years job-related experience OR Six (6) years professional job-related experience can be substituted at management discretion for the required education OR related professional program/project management may substitute for the required education at management discretion.  Must possess at least one year of supervisory or lead work experience (in any field). A valid Driver’s License is required.

Preferred Qualifications:   Bachelor’s Degree with major course work in Appraising, Real Estate, Real Estate Law.

Job Based Competencies:   Working knowledge of computers and word processing programs, ability to effectively negotiate complex rights to land acquisitions; knowledge to accurately review title searches & appraisal reports and construction plans; good verbal & written communication skills.
