Right-of-Way Agent, Senior:This is responsible professional and public contact work in coordinating the overall negotiations and acquisitions of real property interests for Sarasota County CIP and Non-CIP projects.
Complete multiple acquisition activities from start to finish involving but not limited to complex, high cost and difficult purchases of real property. Review construction plans and recommend alternatives to reduce acquisition costs and prepare reports based on project costs vs. actual costs. Works closely with County Attorney’s Office in obtaining legal information necessary for preparing legal documents, maintaining and organizing files & recording transactions required for acquisition of land and condemnation proceedings. Assists in strategies with development of court hearings. Extensive knowledge of plans and management of construction projects to meet scheduling constraints. Performs skillful, fair and meaningful & effective negotiations with property owners, business owners and tenants. Justifies settlements through written reports and oral presentations to management and customers. Tasks completed with minimal supervision.
Coordinate developer dedications on new projects with Development Services and Environmental Utilities including preparation of legal documents, review of ownership information for conveyance documents, review of plans and sketch and legal description to ensure documents are correct prior to recording.
Independently manages project acquisitions by hiring, reviewing and approving payment for professional services required to perform work tasks, including surveys, title reports and appraisals.
Processes petitions for vacations of County interests, exchanges and disposal or surplus lands.
Assist with research and maintaining inventory information on County-owned property. May include researching title history and development approvals for County owned lands. Researches available property for possible County acquisition, lease or sale by Sarasota County. Analyzes options and presents recommendations to management and BOCC. Plans, develops and implements policies and procedures for acquisition, management and disposition of County real estate.
Prepares and presents reports to the Board of County Commissioners and to the general public as needed.
Miscellaneous activities including but not limited to educational training classes, County Expo and other committee activities. Provides assistance as needed to supervisor.
Minimum Qualifications:A Bachelor’s Degree from an accredited college or university with major course work in Real Estate, Real Estate Law, Business or Public Administration, Planning, Engineering or a related field and four (4) years of related professional experience or successful completion of the criteria identified in Right-of-Way Agent Level II checklist. Progressively responsible experience can substitute on a year for year basis for the required college degree.A valid Driver’s License is required.
Job Based Competencies:Extensive knowledge of the laws and procedures involved in the acquisition of land by eminent domain. Proficient in engineering plans & specs. Understanding of real estate appraisal reports. Extensive knowledge of the different types of interests in Real Property. Knowledge of the requirements for recording legal documents. Skilled in effective negotiations of complex rights to real property acquisitions. Ability to establish and maintain effective relationships with County personnel, property owners and their attorneys, and the general public. Ability to read construction plans, maps and blueprints. Ability to keep records and to prepare reports on activities. Excellent working knowledge of computers and word processing programs; knowledge to accurately review title searches and appraisal reports. Ability to communicate effectively verbally and in writing.
