Senior Manager, Parks, Programming and Stewardship (Official Job Title: Senior Manager):Thisis a seniorleadershiprolethatperforms a varietyofcomplexprofessional,managementandadministrativetaskswith a focusontheoperationaldivisionsinthedepartment. Thepositionisresponsiblefortheoversight of fourdivisionsincluding: SportsDevelopment and Athletics;Recreation and Neighborhood Parks; NaturalAreas and Trails; andBeaches and Water Access. The positionassiststheDirectorinplanning,implementing,directingandmanagingfunctionsandresources of thedepartment,with anemphasis onthe operational divisions,toachievethestrategic objectives of thedepartment andthe Countyinanefficient and effective manner. Thisposition reports to theParks,Recreation and Natural Resources Director.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five years.
May serve as the Acting Director in the Director’s absence by attending meetings, making decisions, and providing department leadership.
Assists Policy Coordinator and Director in maintaining accreditation standards and the reaccreditation process through the Commission for Accreditation of Park and Recreation Agencies (CAPRA).
Writes reports; prepares and supervises the preparation of agenda items and other comprehensive public and administrative reports for matters within assigned divisions.
Effectively communicates, both orally and in writing, to the County Commission, County Administration, other County departments, the news media and the general public.
Assists with planning and administering annual budget for assigned divisions. Monitors expenditures to ensure fiscal responsibility for assigned areas. Researches the feasibility and costs of alternative methods of providing services to the public and recommends improvements.
Performs evaluation, planning and research activities for park programs that will meet the needs of the community.
Represents the Director and County at public/community meetings; advocates the County’s mission, vision and values for the benefit of the community. Assists with presentations to the Sarasota County Commission and the public as designated by Director. Serves as a source of information regarding assigned divisions to County Administration and the public.
Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.
Responsible for keeping the Director informed of operational decisions and issues, providing guidance, supervision, coaching and leadership to division managers.
Continually evaluates, rethinks, and/or develops processes, procedures, budgets, staffing, performance measures and the efficiency, quality and cost of services. Implements change based on these evaluations and best practices in the industry.
Develops a high performing team. Supervises division managers and direct report staff in the performance of their duties including assigning and prioritizing duties; conducts performance evaluations, ensures appropriate rewards and recognition and administers discipline for all direct reports.
Implements and evaluates department policies, projects and programs. Ensures that division operations conform to local, state and federal governmental regulations, worker safety and other applicable rules and requirements. Facilitates solutions to complex problems facing the department.
Demonstrates and promotes effective and trustworthy working relationships by developing and empowering employees, promoting and supporting collaboration, excellence, efficiency, innovation, openness and teamwork among staff.
Leads managers and staff in the maintaining and enhancing of innovative programming and park management to support operational efficiencies and customer experience.
Oversees the community outreach and coordinates with the Communications Department on all marketing and promotional functions.
Assists the Director by providing leadership on an organization‐wide and community basis to ensure that public services are provided in alignment with PRNR and County strategic objectives.
Assists the Director in maintaining strategic partnerships and contacts with community representatives, external agencies and other organizations.
Performs customer service functions in a proactive manner and responds to concerns and suggestions in a courteous, professional and customer friendly manner.
Develops public awareness andparticipation inPRNRprograms and activities.
Minimum Qualifications:A Bachelor's Degree from an accredited college or university in Parks andRecreation,NaturalResources or closelyrelated field and eight (8) years of recent related professional level experience - OR - a Master’s Degree in one of the areas listed above with six (6) or more years of recent experience in Parks & Recreation, Natural Resources or related field. In addition, four (4) years of supervisory/management experience is required.
Preferred Qualifications:Advanced professional certification fromNRPA or similarorganizations is highly preferred.
Advanced knowledge of the principles, practices and operation of parks, recreation and natural resources management, the principles of management and organization, as well as development of strategic plans, operating budgets, capital improvement plans, and budget monitoring/control.
The position requires a general knowledge of and the ability to foster and maintain inter-governmental partnerships and maintain effective working relationships.
Ability to assess community needs and develop solutions.
Ability to exercise independent judgment and initiative in applying standards to a variety of work situations.
The Senior Manager must be customer-friendly, demonstrating good judgment, tact and courtesy within a high-pressure environment and must be highly flexible and capable of handling multiple tasks simultaneously, assessing and prioritizing multiple tasks, projects and demands in order to perform duties, as needed or assigned.
The Senior Manager must possess exceptional interpersonal skills, polished public speaking skills, excellent written and verbal communications skills and the ability to think and communicate strategically and analytically.
Must be proficient in Microsoft Office software, and become proficient in County used software such as Maximo, RECTRAC, SharePoint, eGenda, KRONOS, and other software which the County may utilize.
