Title:  Payroll Supervisor

Location: Oceanside, CA  (Camp Pendleton)

Employer:  Advancia Technologies, LLC (Role Player Training Support Contract)

Summary

Advancia Technologies, LLC is seeking qualified candidates for Payroll Supervisor.  The Payroll Supervisor is responsible for processing payroll and ensuring accurate calculation of wages, tax withholding, company deductions, travel stipends and per diem for on-call employees working in support of one or more government contracts.  Typical duties include overseeing the timely distribution of paychecks and pay corrections; making updates to personnel payroll records; managing the organization, filing, and storage of paper timesheets; supervising clerical-level staff; and making day-to-day decisions based on company practice and policy.  The Payroll Supervisor reports to the Project Manager or as otherwise delegated.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following list describes the general range of duties required on a day-to-day basis, but does not reflect every duty that may be performed within this job.  The Payroll Supervisor:

  • Maintains a pleasant, professional demeanor at all times and fosters good working relationships with local and remote staff.
  • Follows federal, state and local laws and regulations pertaining to labor as well as wage and hour.
  • Oversees employee payroll accounting, transactions and reporting activities.
  • Ensures that payroll is processed timely and accurately.
  • Assists in payroll calculations, deductions, insurance coverage, wage garnishments, tax filings, and child support.
  • Maintains accurate and up-to-date employee payroll records.
  • Analyzes payroll problems and provides appropriate resolutions.
  • Reviews and recommends improvements to existing payroll procedures; develops best practices to improve efficiency of payroll processes.
  • Resolves payroll related queries and requests from employees in a professional, courteous and patient manner, following procedures and creating documentation as appropriate.
  • Completes and submits forms pertaining to payroll from state and county agencies.
  • Prepares statistical reports on employee pay, commissions and bonuses; vacation, sick, disability and workers compensation leave; taxes, withholding, etc.
  • Prepares employee wage summaries of earnings, taxes, deductions, leaves, retirement savings and benefits.
  • Supports remote corporate accounting staff with tax calculations and filing for employees.
  • Provides assistance to payroll staff and conducts performance evaluations in accordance with company policy.
  • Coordinates with HR and finance teams to carry out payroll processing.
  • Assists in audit operations and implements audit recommendations.
  • May be asked to assist with non-payroll accounting tasks.
  • Demonstrates regular and reliable attendance, arriving each work day in time to begin work at 8:00 a.m., taking meal and rest breaks as scheduled, and working until 5:00 p.m.  Works overtime during evenings and on weekends if needed to complete time sensitive tasks that cannot be completed during the regular work week.
  • Performs other duties as assigned.

QUALIFICATIONS

Required Education, Experience, and Skills (relevant experience may be substituted for any of the following)

  • Bachelor’s degree or higher in business, management, accounting or similar field
  • Minimum of three years of functional experience demonstrating increasing duties/responsibilities
  • Demonstrated understanding and application of California and Federal wage and hour regulations
  • Previous experience with a payroll system (ADT, Deltek/Costpoint, Paylocity, Paychex or similar)

Preferred Education, Experience, and Skills

  • Certified Payroll Professional (CPP) certification
  • Experience on government contracts
  • Previous management experience

Skills, Knowledge and Abilities

  • Able to understand, adhere to and enforce corporate values, policies, procedures, and standards
  • Good interpersonal and communication skills
  • Good business writing and oral communication skills
  • Fluent in English (reading, writing, speaking, and comprehension)
  • Competent in use of current versions of Microsoft Word, Excel and Outlook

Additional Qualifying Factors

  • Legally eligible to work in the United States (proof of eligibility will be required upon hire)
  • Eligible for access onto military base following background and security checks

PHYSICAL REQUIREMENTS

  • Essential duties require the physical ability to work in an office setting and operate office equipment
  • Continuous sitting, upward and downward flexion of neck; fine finger dexterity and light to moderate finger pressure to manipulate keyboard, equipment controls and other office equipment; pinch grasp to manipulate writing utensils; frequent side-to-side turning of neck, walking, standing, bending and stooping, pushing/pulling, twisting at waist, moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 20 lbs. from below waist to above shoulders and transporting distances up to 50 yards; occasional squatting, kneeling, reaching above and at shoulder height; moderate grasp to manipulate reference books and manuals
  • See within the normal visual range, with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment
  • Hearing within the normal audio range with or without correction

WORK ENVIRONMENT

  • Work environment is both formal and informal, team oriented, having variable tasks, pace and pressure
  • Work is performed indoors in office and in meeting rooms
  • Work schedule requires a minimum of 40 hours per week; standard work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m.  Occasional overtime may be required
  • Infrequent travel may be required
