Project Manager (HRCOE)

1Prospect is seeking a qualified Project Manager to coordinate, develop, and maintain project plans for transition of AMEDDC&S HRCoE units, directorates, and functions. In conjunction with the Program Manager, the Project Manager will oversee the execution and implementation of applicable project plans.

Duties and Responsibilities:

  •         Work closely with the AMEDDC&S Director of Business Transformation/Office of Strategy and Innovation and other key leaders, stakeholders, and customers.
  •         Create an integrated master schedule for programs and activities; Develop detailed timelines, performance measures and status reporting mechanisms for critical tasks in the transition plans
  •         Generate a program work breakdown schedule for major transition activities and their identified outcomes
  •         Work directly with, and support the Program Manager with implementation and integration, including status reporting and milestones, and oversee the execution and implementation of applicable project plans
  •         Plan, direct, monitor, and manage related tasks on site, and other strategic plans as assigned
  •         Prepare and provide presentations to include training and/or briefings on current and proposed AMEDDC&S policies and activities related to the HRCoE to a wide variety of individuals, managers, and key officials; project status; analysis of project plans
  •         Assist in the development of guidance, procedures and standards for new and/or changing program area
  •         Assures that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of AMEDDC&S’s mission requirements
  •         Reviews changes in legislative, DoD and DA regulations and policies affecting implementation of the CoE

Required Experience/Qualifications:

  •         Bachelor’s degree in business, finance, or related field
  •         4+ years of experience as a Project Manager
  •         Project Manager Professional (PMP) Certified through Project Management Institute (PMI)
  •         Must have managed all phases of the project lifecycle
  •         Read, write, and speak English fluently
  •         Possess excellent written and oral communication and presentation skills
  •         Be capable of learning and utilizing current and emerging military and commercial technology
  •         Expert user in Microsoft Project and Microsoft PowerPoint
  •         Be proficient with Microsoft Office suite and incorporated programs to include Excel, Word, Outlook, and Access and be able to troubleshoot basic computer hardware and software required for services begin provided

Preferred Experience:

  •         Previous military experience as a strategic planner is highly desirable
  •         Experience serving as a liaison between client users, client technical team and support staff for Project/Program/Portfolio Management tools
  •         6 years of prior management experience related to systems integration, business transformation and/or project management
  •         3+ years of prior internal or external consulting experience
  •         Extremely professional, proactive self-starter who is skilled both at formulating a strategic view for achieving long-range objectives and formulating and executing tactical plans to meet day-to-day needs
  •         Demonstrated ability to work collaboratively and cooperatively in an environment of quick turnaround times and rapidly changing requirements, and integrate with multiple Project Management Plans
  •         Desired skills: Maintain full responsibility for the project, apply lessons learned from recent projects, define project roles and responsibilities, lead the project planning activities, perform project tracking, adopt project management best practices, manage to project priorities, perform risk management, communicate project status upward and to the client, drive decision making to lowest level possible, promote client involvement, enforce effective change control, mentor project members, promote good working relationships
