Position Title:     Junior Financial Management Analyst , Payroll Analyst 

Location:            Defense Health Headquarters, Falls Church, VA

Contract:            Financial Operation Division (FOD)

Manager:           PM, Steven Sick

 

 

Position Summary

 

The Payroll Analyst provides functional technical advice and assistance to the Defense Health Agency Financial Operations Division financial and budget analysts and financial support personnel Specifically:

 

Essential Duties & Responsibilities

 

·        Has proficient knowledge of DOD Civilian Payroll (CIVPAY)

·        Ensures timeliness, accuracy, quality control and follow-up procedures while verifying entries of data into the Automated Time    Attendance and Production System (ATAAPS) to review, validate, transmit, and perform error resolution on time and attendance data; identifies and resolves complex time and attendance problems

  • Have working knowledge of Defense Agencies Initiative (DAI).

·        provide sound and accurate advice to resolve complex time and attendance and pay issues; and, provides timely and technical guidance to the customers

·        Keeps timekeepers and supervisors apprised of any changes to policies, laws, and regulations

·        Applies knowledge of pay and leave laws, rules, regulations, and agency policy regarding entitlements to overtime, differentials, hazardous duty, holiday and special rates, premium pay, and allowances

·        Assists in providing technical advice and assistance in the area of civilian payroll and time and attendance IAW with OPM, DoD, and DHA Policy

·        Assists in developing the DHA Payroll/Timekeeping and Performance Management Standard Operating Procedures (SOPs)

·        Researches, resolves, and responds to verbal and written pay and leave inquiries from employees, supervisors, personnel staff, and finance staff, and management officials

·        Performs verifications of monthly accession and separation listings, and semi-annual reports of selected pay and deduction items

·        Audits employee’s pay and leave balances

·        Processes actions to correct employee’s master timecards in the Defense Civilian Pay System (DCPS); and conducted audit reports during payroll processing

·        Manages payroll and timekeeping databases and personnel software to enter, revise, sort, and retrieve data/information and query vital reports for use by senior leadership/management

·        Accesses Defense Civilian Personnel Data System (DCPDS) to extract and confirm employee data, and to track Official Personnel Folders (OPFs)

·        Maintains time and attendance records for Civilian Personnel Advisory Center (CPAC) which involves input into DCPS database

·        Assists in completion of in-processing forms; explains pay rate, pay periods, within grade increases, annual and sick leave accrual

·        Reviews and processes corrections to time and attendance records on employees

·        Calculates and prepares required documents for pay adjustments to be processed in a timely manner;

·        Reviews all personnel documents coded into the PAID system

·        Synchronizes and conducts all training of new timekeepers and approving officials; and conducts payroll brief during entry of duty (EOD)

·        Updates employee’s master payroll records to reflect all changes authorized by personnel documents;

·        Record, track, research and respond to written, walk-in visits and telephonic payroll/time and attendance inquiries in an effective manner; 

·        Assists with preparing recurring (and as-required) payroll reports, and time and attendance reports.  Enters and validates data in, DCPS, ATAAPS and other HR automated databases and information technology applications either in use or projected for use;

·        Maintains and safeguards all requested payroll records and information;

·        Handles and secures Personally Identifiable Information (PII)

 

Education & Experience Requirements

 

EDUCATION:

  • High School Diploma, GED or Equivalent AND either Associates Degree (2yr) or Technical Certificate in Financial Management, Financial Analysis, Managerial Finance, Accounting, Business or other related / allied discipline.   
  • One year of related work experience may be substituted for each year of required higher education at this level.
  • Bachelor’s Degree in above disciplines is desired and salary will be commensurate with level of education.

EXPERIENCE:

  • Have Working Knowledge of Automated Time Attendance and Production System (ATAAPS)
  • Have working knowledge of Defense Agencies Initiative (DAI).
  • Have working knowledge of DOD Civilian Payroll (CIVPAY).
  • 3-year minimum experience in DoD budget and program development, execution and management.
  • 1-year minimum total direct experience with Defense Health Program operations.
  • Knowledge of commonly used DoD, Defense Health Program and Federal budgetary, financial and practical accounting methods, practices, procedures, regulations, laws, policies and precedents in order to perform routine budget administration duties and provide advice on the full range of routine budget exhibit preparation and submission activities. Knowledge of the budget execution process in order to advise on and/or properly execute, record and report obligations, expenditures, transfer of funds, allotments, year-end close out, etc.
  • Have working knowledge of the U. S. Standard General Ledger (USSGL) and general ledger accounting.
  • Practical knowledge of the mission, function, goals, objectives, work processes, and sources of funding for the organization. - Knowledge of automated budget and financial systems and capabilities.  
  • Must be able to read, write, speak and understand English.
