Position Title:     Financial Management Analyst, Financial                              Accounting Analyst (Senior)

Location:  Defense Health Headquarters, Falls Church, VA

 

 

 

 

 

 

Position Summary

 

The Financial Analyst at the Junior level provides functional technical advice and assistance to the Defense Health Agency Financial Operations Division financial and budget analysts and financial support personnel. Specifically:

 

Essential Duties & Responsibilities

 

  • Reconciliation of General Ledger Account Balances - Assist in the reconciliation of DHA's general ledger account balances to ensure the integrity of financial data, consistency with applicable accounting principles and standards
  • Reconciliation of Treasury Cash Management Report Management (CRM) & Accounting Fund Balances - Provide professional advice and assistance in conducting monitoring of account balances for variances. This includes monitoring the CMR and performing analysis between the CMR and the agency's allotment records. Monitoring of the general ledger account items to include but not limited to Accounts Receivable, Other Assets, Accounts Payable, and Property, Plant & Equipment (PP&E).
  • Perform Analysis to Identify Financial Management Problems - Provide professional advice and assistance in identifying and implementing routine and as requested reports to provide financial status, identify financial management problems, and assist DHA's leaders in carrying out program and financial management responsibilities.
  • Provide Regulatory Expertise of Financial Management – Have proficient knowledge of all applicable regulations and directives to include but not limited to the Department of Defense Financial Management Regulation (DoDFMR), Federal Acquisition Regulation (FAR), Defense Finance and Accounting Regulation 37-100 and the Treasury Manual.
  • Quarterly & Annual Financial Statements and Footnotes Preparation - Provide professional advice and assistance in preparing quarterly and annual financial statements footnote reporting requirements within established time limits
  • Reconciliation of Financial Transaction Postings - Assist Financial Ops Division personnel with the reconciliation of daily financial transactions posted by DFAS. Provide professional financial analysis and advise in researching, analyzing and reconciling problem disbursements that causes Official Undistributed (OUD), Negative Unliquidated Obligations (NULO's), Unliquidated Obligations, Unmatched Disbursements (UMD's) or any other out of balance condition to DHA's general ledger accounts.
  • Perform and Review Property, Plant, & Equipment Research - Assist in developing procedures for identifying various forms of tangible property. This includes Property, Plant, & Equipment, real property, personal, internal use software, operating materials and supplies etc.
    • Proficient in DoD Financial Management Regulation's application of the "preponderant use" concept is a necessity along with having extensive knowledge of the FAR, Defense Federal Acquisition Regulation Supplement (DFARS) Supplemental and all applicable DFAS regulations and manuals.
    • Perform intense research, analysis, & reconciliation of accounting data entries for obligations, expenditures, and disbursements discrepancies related to acquisitions contract award and all financial execution.
    • Process & inform other entities of required accounting execution data corrections, and utilize various automated systems to perform research, review, & reconcile accounting data entries sure as; Defense Agencies Initiative (DAI), Computerized Accounts Payable for Windows (CAPS-W), Mechanization of Contract Administration Services (MOCAS), Intra-Governmental Payment and Collection (IPAC), Electronic Document Access (EDA), Electronic Document Management (EDM), and Wide Area Work Flow (WAWF).
    • Coordinate with external & internal customers to resolve issues involve the DHA accounting recording.

 

Education & Experience Requirements

EDUCATION:

  • Financial Analysis, Managerial Finance, Accounting, Business or other related / allied discipline.   
  • Bachelor’s Degree is desired and salary will be commensurate with level of education.

EXPERIENCE:

  • 5-year minimum experience in DoD budget and program development, execution and management.
  • 1-year minimum total direct experience with Defense Health Program operations.
  • Knowledge of commonly used DoD, Defense Health Program and Federal budgetary, financial and practical accounting methods, practices, procedures, regulations, laws, policies and precedents in order to perform routine budget administration duties and provide advice on the full range of routine budget exhibit preparation and submission activities. Knowledge of the budget execution process in order to advise on and/or properly execute, record and report obligations, expenditures, transfer of funds, allotments, year-end close out, etc.  
  • DDRS working knowledge
  • Knowledge of the U. S. Standard General Ledger (USSGL) and general ledger accounting.
  • Knowledge of the budget formulation process in order to develop forecasts of revenues and expenditures, assess source data, consolidate and format budget requests, and advise management.
  • Knowledge of the budget execution process as it relates to the DoD PPBS program and financial planning in order to advise on and/or properly develop program and budget exhibits that reflect accurate projections and detailed information from budget execution phases in terms of obligations, expenditures, transfer of funds, allotments, year-end close out, etc.  
  • Practical knowledge of the mission, function, goals, objectives, work processes, and sources of funding for the organization. - Knowledge of automated budget and financial systems and capabilities.  
  • Must be able to read, write, speak and understand English.
  • U.S. CITIZENSHIP REQUIRED.  MUST BE ABLE TO COMPLETE AND PASS A NATIONAL AGENCY CLEARANCE INVESTIGATION (NACI) BACKGROUND CHECK FOR SYSTEM ACCESS AND CREDENTIALS.
