The scheduler function is responsible for scheduling aircraft, academics, and training devices as well as the crew complement in order to meet applicable AETC Instruction (AETCI) 36-2605 Vol 1, other applicable volumes, and training syllabus requirements.
For AETC permanent attached and associate aircrew, the scheduler function is responsible for scheduling aircraft, academics, ground duties, and training devices as well as the crew complement for each in order to meet ground and flying training currencies IAW AFI 11-2MDS requirements as well as any local instructor program guidance and squadron procedures.
Aircrew will be scheduled within constraints of AFI 11- 202V3, AFI 11-2MDS as well as any applicable syllabus or AETCI 36-2605 (applicable volume) supplements and local guidance.
Scheduler will change and update the schedule to maximize use of resources when aberrations or other factors affect the schedule.
Scheduler must be able to adapt quickly to changing circumstances in a medium- to high-stress environment interface with maintenance support, wing scheduling, current operations/programming, or aircrew training system contractor (A/TS) or equivalents to request and identify available aircraft resources and additional training devices.
Work with wing current operations/programming or equivalent to administer the flight hour program, AFI 11-2MDS requirements, as well as any local instructor program guidance.
Schedule requirements by comparing anticipated sortie taskings against the qualification, availability, and training requirements of available crewmembers.
Build long-range and execute short-range schedules IAW local SOP’s and Programmed Flying Training (PFT) requirements to ensure full coverage of all aircrew, student, and supervisor positions. Coordination with senior squadron leadership can be on a daily and weekly basis. Contractor shall notify crew members when required IAW local operating procedures and shall ensure notifications do not conflict with AFI 11-202V3, AFI 11-2MDSV3 crew rest requirements.
Draft and publish unit long-/short-range ground/academic, flying, and simulator training event schedules on MS, and/or other computer database systems as needed IAW local procedures.
Keep track when crewmembers will be on leave, temporary duty, or have scheduled appointments. The contractor shall do the same for students if needed.
De-conflict crewmember schedules and coordinate with flight leadership to ensure crews are available to meet assigned sortie taskings.
Track daily flight/ground/academic training requirements and accomplishments to facilitate effective flight scheduling. Contractor shall schedule aircrew based on the crewmember’s experience and certifications to optimize training.
Work with STM, Training Squadron (TRS), flight/squadron leadership or equivalent to ensure student requirements are met and prevent syllabus deviations through proper scheduling. Syllabus deviations are any events that do not follow the flow required by the syllabus (all except C-130H).
Identify syllabus deviations and report them to leadership using locally established procedures (all except C-130H). coordinate additional flight, ground, and training device schedule requirements as needed. Interface with appropriate agency to order these requirements from the appropriate agent (squadron/wing scheduling, current operations, A/TS contractor, etc.) IAW locally established procedures.
Coordinate with the Training shop (DOT), STM, SARM, SOF Liaison Officer (SOFLO) and Stan/Eval or equivalents to arrange a schedule to facilitate qualification, upgrade, currency, and continuation training IAW DO priorities as needed.
Facilitate real-time schedule changes by interfacing with appropriate squadron leadership (Sq/CC, ops officer (DO), Assistant Ops Officer (ADO), Operations Supervisor).
Obtain training device availability data from Wing Current Ops / Training Squadron (TRS) / or equivalent Scheduling.
Populate, publish/post scheduling data IAWlocalprocedures.
Receive data from DOT, SARM, Stan/Eval, and SOFLO (as needed) or equivalent about ground training requirements and schedule personnel for event accomplishment. This will be done in coordination with applicable flight leadership such that members remain current and qualified.
Create daily, weekly, and long-range scheduling products.
Collect and maintain historical data on flights, simulators and academics and duties including weather attrition, maintenance attrition, completion rates, and syllabus flow in order to facilitate and inform process improvement.
Performdaily updates of scheduling data as needed to compensate for changing conditions and training completion rates.
Coordinatewith Wing Current Ops, Plans (or equivalent), outside agencies, exercise participants, and higher headquarters when required for reporting, and to facilitate exercise and special event schedule coordination.
Attend in person or via video teleconference or telecom recurring airspace, range, target, and emitter scheduling meetings for schedule coordination and de- conflictionwhenrequired. The contractor shall host squadron scheduling meetings IAW locally established policies as needed.
Provide inputs to OSS/TRS Scheduling orequivalentand update daily Supervisor of Flying (SOF)/Top 3 and Operations Supervisor as needed.
Provide inputs to OSS/TRS Scheduling or equivalent to build annual flying hour program IAW Air Force Instruction (AFI) 11-102 and accomplish flying hour program updates monthly or as needed by current operations or equivalent.
Common Task Requirements:
Operate office equipment such as fax machines, copiers, phone systems and use computers for spreadsheets, word processing, database management, electronic mail and other applications.
Prepare reports, memos, letters, forms, briefings, emails and other documents using Microsoft Office, Word, Excel, and PowerPoint software.
Make changes to Word documents, modify Excel spreadsheets, and PowerPoint presentations to enhance their effectiveness or to repair/correct minor errors.
Utilize the Graduate/ Training Integrated Management System (GTIMS) and/or comparable weapon system specific Training Management System (TMS) or equivalent; GTIMS, TMS, Patriot Excalibur (PEX), or equivalent will be referred to as Management Systems (MS)
Provide customer service as needed and respond to information requests
Establish and maintain paper and electronic filing systems for records, correspondence and other materials IAW USAF Records Management standards as defined in AFMAN 33-363 (Chap 1-7), Air Force Instruction (AFI) 33-322 (Chap 1-7), AFI 33-332 associated AETC/Installation supplements, and locally developed guidance.
Compose, type, and distribute notes, routine correspondence and reports in the format established by their assigned organization.
Prepare official document in formats specified by the Air Force Handbook 33-337,
Create and maintain continuity folders
Accomplish any training necessary to execute tasks
Perform in-processing and out-processing functions of personnel
Provide quarterly inputs to Management Internal Control Toolset (MICT)
Complete MICT communicators applicable to programs they are assigned, identify deficiencies, create and administer Corrective Action Plans using fact-finding and problem analysis, and track to resolution.
Minimum of two (2) years of experience working in a DoD operational flying unit (active duty,
guard/reserve, contractor or civilian).
Minimum two (2) years of experience working with Microsoft Outlook, Word, Excel, and PowerPoint.
Ability to operate the following systems/programs:
Computer based training and integrated management system (TIMS, GTIMS, PEX, X-plan)
SharePoint websites and communities of practice
Microsoft Access is not required but highly desired
Must be physically able to perform all the technical duties
Must be able to adapt under a highly stressful multi-task environment for extend periods of time/up to 8 hours
If prior service, must have received an honorable discharge
