1Prospect is seeking JOFEC Instructors to provide resident and mobile training team (MTT) JOFEC instruction to military, civilian and contractor students. Instructors will teach, develop and maintain Programs of Instruction (POIs) and lesson plans by incorporating lessons learned, doctrine, and current and evolving Tactics, Techniques and Procedures (TTP) into the POIs. Instructors will monitor, maintain and operate a digital classroom and computer network as part of the JOFEC POI, and develop simulated mission scenarios that support the JOFEC courseware.  Instructors will make recommendations to the schoolhouse concerning current developments for input to all applicable Army, Joint, and DOD related publications.
 

Qualifications & Requirements:

 

Expertise in one or more of the seven areas below:

1.   USAF.  Fires TTPs and employment, capabilities and organization of the U.S. Air Force (USAF) and the USAF Air and Space Operations Center (AOC) and joint air ground operations. Air Force equivalent to Combat Arms and Joint background experience.

Minimum of 2 overseas deployments at the numbered Air Force or above headquarters working air-ground integration working in one of the following cells: Air Tasking Order Cell, Master Air Attack Planning Cell, Close Air Support Cell, Dynamic Targeting Cell, or the current operations cell.  Knowledgeable and have past assignments with two (2) years’ experience in the specifics of joint fires, effects, and targeting, experience in applying joint doctrine, joint policy, Adaptive Planning and Execution System (APEX), joint operations, airspace integrations and planning, air platforms, and air delivered weapons in the execution of target packages during these assignments. 

Graduate  of Air Force Command and Staff College (ACSC) or a multi service equivalent. Graduates of the Air Force Weapon School will be considered most qualified.

 

2.   Joint Targeting, Fires, and Effects.  Past assignments with two (2) years’ experience joint targeting, fires, and effects (JP 3-09 definition of fires to include both lethal and non-lethal effects, including Information Operations, Cyber, Special Technical Operations, and Electronic Warfare in the execution of target package and the targeting process).  Past assignments with two (2) years’ experience in the requirements for producing target materials to include: Basic target development,

Intermediate target development, TMO, TMP, CDE, Weaponeering.  Past assignments with two (2) years’ experience in the following areas: Joint Targeting, Fires, Operations, Command and Control.   Two (2) years’ joint experience working in a corps (or Marine Expeditionary Force) or higher targeting.  Past assignments with two (2) years’ experience in the steps and procedures of Army targeting methodology of: D3A, Joint Targeting Cycle, Dynamic Targeting cycle of F2T2EA, High Value Individual targeting cycle of F3EAD.

 

3.   Chief of Fires or FSCOORD.  Two (2) years’ experience at corps, component, or above headquarters as a Chief of Fires or FSCOORD, and shall have participated in both deliberate and dynamic targeting of lethal and non-lethal effects (including IO, Cyber, STO, and EW).  Two (2) years experience in an advisory position to General Officer/Flag Officer in the multiple aspects of lethal and nonlethal targeting, to include: Target nomination process, Air tasking cycle, Strike policy, Rules of engagement, Law of armed conflict, Target development and the joint targeting cycle, CDE methodology.

Graduate  of the Command and General Staff College (CGSC), or Air Force Command and Staff College, or Naval College of Command and Staff College as well as graduate from the Fires Pre-Command Course (PCC).

 

4.  Combat Arms and Joint intelligence.  Two (2) years Combat Arms and Joint intelligence experience at the division or higher level.  Past assignments with two (2) years’ experience in: Collection management, JIPOE, JTF intelligence support to targeting, Sensor capabilities, limitations, and management.

Certified  in JITD within the last 7 years and have experience with lethal and nonlethal target development (including IO, Cyber, STO, and EW). Graduate of the Command and General Staff College (CGSC) or Air Force Command and Staff College, or Naval College of Command and Staff College.

 

5.   Combat Arms and Joint experience IO/cyberspace, Joint Fires.  Past assignments with two (2) years’ experience in Combat Arms and two (2) years past assignments with Joint background experience at the division and higher level as a primary IO or cyberspace staff officer and primary representative for specifics of joint fires, effects, and targeting.  Past assignments with two (2) years’ experience in the following pillars of IO: PSYOP, OPSEC, EW, Physical Destruction, Military Deception, CNO. 

Graduate  of the Command and General Staff College (CGSC) or Air Force Command and Staff College, or Naval College of Command and Staff College. 

 

6.   Combat Arms, AAMDC and AMD Planning Operations.  Past assignments with two (2) years’ experience in Combat Arms; past assignments with two (2) years’ experience in: AAMDC, AMD planning Operations, to include: Air Control Orders (ACOs), Counter-Air War Operations, Integrating sensors and assets, Airspace planning, and Ballistic missile infrastructure targeting

Graduate  of the Command and General Staff College (CGSC) or Air Force Command and Staff College, or Naval College of Command and Staff College.

 

7.   USMC.  Past assignments with two (2) years’ experience in the application of the following:

*Fires TTPs, Employment, capabilities and organization of the USMC MAGTF from the MEF, the MEB, the MEU,  the U.S. Navy Composite Warfare Commander (CWC) concept and amphibious operations. Past assignments with two (2) years’ experience working within the FFCC and shall have past assignments with two (2) years’ experience working within: the MEF, the CWC.  Joint operational level is required for this SME.  Past assignments with two (2) years’ experience in the service

and joint level in the area of targeting, fire support planning and coordination.

Graduate  of the Command and General Staff College (CGSC) or Air Force Command and Staff College, or Naval College of Command and Staff College.

 

Other Qualifications:

  • Ability to demonstrate the skill and ability to perform complex professional defense research and analysis tasks and develop innovative approaches and solutions

  • Ability to communicate effectively and to clearly present technical approaches and findings. Able to present instruction to senior officers, NCOs, and DoD civilians at resident and MTT locations

  • Able to obtain and maintain a DOD Secret security clearance and a United States Passport

  • Bachelor's degree preferred

  • Graduate of CGSC or multi service equivalent required

  • Graduate of JPME I and II a plus

  • Qualified as JOFEC Instructor a plus

  • Graduate of Army Basic Instructor Course (ABIC) (or  service equivalent) within three years, OR a graduate of Instructor Training Course (ITC) that has actively taught at a service school within the past five (5) a plus

  • Graduate of Small Group Instructor Course (SGIC) preferred

  • Graduate of Systems Approach to Training Basic Course (SATBC), Training Development Capability (TDC) or equivalent preferred
