We are seeking an experienced Operations Manager - Paper for our First Quality Tissue, LLC location in Lock Haven, PA.  This position will be responsible for the overall operation of PM 1, PM 2 and PM 7 operating and maintenance teams.  Ensure every Paper team member’s goals are aligned with annual department objectives and flow resources as needed to ensure the goals are met.  Provide consistency in work processes, training, employee development, and HR practices and is main point of contact for all other departments.  Interface with ownership to communicate business results and needs.  Ensure a strong relationship with the Converting team and coordinate activities to ensure efficient processes from incoming pulp to final product on the shelf.  As a member of the mill leadership team, develop and implement practices and initiatives to keep the mill competitive.  Work closely with division personnel to deliver new business initiatives.


Primary responsibilities include:


  • Drives cultural and procedural changes to continually improve safety performance of the department.

  • Ensure safety and housekeeping standards of the production floor, maintenance shops and surrounding areas are met.

  • Ensure a continuous improvement philosophy permeates throughout the entire department.

  • Exhibit strong core leadership skills – accountability, credibility, trust.  Demonstrate the leadership behaviors that lead to business results.

  • Be a role model demonstrating the FQT “Rules of Engagement”.

  • Streamline and efficiently run the daily mill production meeting (with Converting Ops/Warehouse Mgr) and provide focused resources on hot topics

  • Ensure consistent maintenance and operational work processes and procedures are practiced on both paper machines.

  • Ensures coaching, discipline, recognition, and handling of situations throughout the department are consistent with HR policy.

  • Grow salaried reports into their next role.

  • Provide consistent training programs for all department personnel.

  • Serve as the main contact/interface with Converting and Quality to quickly solve cross-department issues.

  • Ensure Paper maintenance team is utilizing and recommending improvements to the MWS system in planning, scheduling, predictive maintenance, preventive maintenance, vibration, lubrication, etc.

  • Interface with Maintenance Reliability team and Mill Technical team

  • Interface with Product Development team to execute new product development and commercialization.

  • Develop and maintain staffing plans to meet business requirements.

  • Develop CAPX plans for the department.

  • Develop and deliver budgets for the department.

  • Appraise and evaluate all exempt and non-exempt employees as required.

  • Interface with Planning/Sales team to determine best strategic plans to meet customer orders and maximize quality and machine efficiencies.

  • First Quality team members must follow all First Quality environmental, health and safety requirements as well as applicable federal, state, and local environmental, health, and safety regulations


The ideal candidate should possess the following:


  • Bachelor’s degree in Business Management, Engineering, or a related operations field.

  • Ten years’ experience in a Supervisory position with at least three subordinates.

  • Ten years’ experience in Production Management.

  • Standard knowledge of O.S.H.A laws and regulations within the manufacturing field.

  • Fundamental knowledge of Worker’s compensation rules, regulations and an understanding of employee relations.

  • Strong human relations and interpersonal skills.

  • Advanced comprehension of the machinery and mechanical functions of the operation.

  • Strong problem solving skills in aiding the efficiency of the operation.

  • Strong communication skills.
