Position Overview:

The West Coast Representative is a primary member of an integrated team working with various DND, Contractor and IMP personnel to provide strong technical guidance in the resolution of immediate and long-term issues impacting the in-service support (ISS) of the Halifax-Class Combat Systems (HCCS) Equipment Group (EG) installed in the Royal Canadian Navy’s Halifax Class Patrol Frigates.  The HCCS EG consists of six individual Radar systems along with the associated Test Equipment and Training Aids, newly introduced to the Halifax Class frigates through a modernization program. The ISSC will serve to centralize, coordinate and direct long term OEM support for each of the HCCS EG systems.

The position enhances in-service support by providing a highly knowledgeable naval radar systems expert as a coastal point of contact for the local day-to-day maintenance and support of the HCCS EG.  The position is also responsible to investigate the root cause of repetitive or significant technical problems and to recommend corrective actions.  This role is, therefore, directly tied to enhancing capabilities, system availability of each naval radar system, and assisting in the timely identification and resolution of maintenance and engineering issues.

This is a full-time position located near Victoria, BC.

Key Areas of Responsibility:

  • Work alongside Canadian Forces (CF) Base personnel to assist in trouble shooting Halifax Class Combat Systems (HCCS) related technical issues. As such, previous technical experience working directly on Halifax Class Combat Systems will be seen as a strongasset.
  • Work effectively with IMP Asset Management Specialists, Supply Chain Management and Integrated Logistics Support, et al. to resolve technical issues that are affecting operations.
  • Carry out investigations to determine the cause (and root cause if applicable) of repetitive or significant technical problems and recommend and/or initiate correctiveactions.
  • As part of the Integrated Equipment Management Team (EMT) liaise effectively with CF Personnel such as Base Personnel, Class Program Manager Detachment Personnel, Equipment Group Program Manager, Ship’s Staff, and on-site CF and contractor representatives.
  • Coordinate between IMP and CF personnel special technical support projects (FSR, MRP etc.).
  • Take a proactive approach to identify and resolve technical and logistics issues before theyoccur.
  • Collaborate with other personnel/departments to maintain/improve cross-functional communication and decisionmaking.
  • Carry out technical operational analyses and projects as approved orrequired.
  • Capture and action Technical LessonsLearned.
  • Analyze Technical Problem resolution data to seek opportunities for improvement ofprocess.
  • Monitor and report on technical performance with the aim to recommend and implement ways to reduce maintenance time andcost.
  • Review and recommend changes to technical policies and procedures
  • Develop and implement continuous improvement initiatives for technical and maintenance activities andinterfaces.
  • Convene and attend meetings with colleagues, supervisors and management to aid in resolution of technical and interface problems.
  • Provide oral and written reports and correspondence asrequired.
  • Satisfy customer technical requests in a professional manner and perform other functions asrequired by IMP management.

 

Position Requirements

  • Ideally the candidate will have at least six (6) years’ experience in the last ten (10) years performing systems engineering or maintenance of Canadian Naval combat systems.
  • Post secondary education will be seen as anasset.
  • Experience and/or awareness of naval maintenance, naval scheduling, and managing thefollowing:
  • HCCS maintenance
  • Life Cycle Material Management (LCMM), Asset Management (AMS)
  • Integrated Logistic Support(ILS)
  • Experience in the shipbuilding/naval sectors, major international contracts or Defense contracts required; An advantage if the candidate has experience in more than one of the aforementioned areas;
  • Working/awareness knowledge of DND and/or IMP Supply Chain Management(SCM);
  • Experience with complex electro-mechanical systems such as sensors/radars and weapons systems;
  • Proficient in MS Office, including Word, Excel, and AdobeAcrobat;
  • Experience with scheduling and understanding/managing work flow is an asset;
  • Strong leadershipskills;
  • Analytical thinker and possess proven skills to translate technical data into common understandablelanguage;
  • Strong ability to workindependently;
  • Strong time management and organizationalskills;
  • Strong influencing skills and the ability to meet objectives working withcolleagues;
  • Strong process improvement & change managementskills;
  • Familiarity with the ISO 9000 qualityenvironments;
  • Demonstrate a personal commitment to Occupational Health, Safety and Environment policies. Continually focusing on your individual safety and the safety of others who may be affected by your work and to fully comply with all Federal Health and SafetyLegislation;
  • A demonstrated awareness or participation in Continuous Improvement, Lean & 6S activities
  • Incumbents must be able to pass and maintain Public Services and Procurement Canada (PSPC) and Transport Canada security clearances;
  • The successful applicants will be eligible to meet requirements for the U.S. International Traffic In Arms Regulations (ITAR), and Canadian Controlled Goods Program (CGP);
  • Applicant must be able to pass and maintain a Level II (Secret) security clearance with the Department of National Defence
