HR DIRECTOR


Description

Reports To:         Executive Director

OVERVIEW

Oversees the people functions of the organization in accordance with the agency’s strategic goals and objectives, policies and practices, values, and employment law. Serves as a member of the senior leadership team. Oversees all HR functions, including direct supervision of the HR Manager and the Health & Training Coordinator. The salary range is $80,000-90,000/yr, DOQ.

RESPONSIBILITIES

  • Structures, develops, organizes, implements, directs and evaluates the organization's HR functions.

  • Implements HR strategies/accountabilities that include talent acquisition, staffing, onboarding and offboarding, total compensation, benefits, records management, employee relations and retention, and labor relations.

  • Develops, enhances, and implements HR policies and procedures throughout the organization.

  • Provides expert advice, coaching, and counsel to leaders and staff to best service staff in the execution of benefits, compensation, HRIS, recruiting, training and development, protected leaves, performance management & evaluation, legal and compliance issues.

  • Develops and maintains progressive and proactive compensation and benefits programs to provide motivation, engagement, incentives and rewards for effective performance.

  • Liaisons with legal counsel to ensure that policies and practices comply with federal and state laws.

  • Designs and reports on internal and external staff engagement surveys; communicates results to employees and to senior leadership team.

  • Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing agency values.

  • Continually develops job knowledge by participating in conferences and educational opportunities, reading professional publications, maintaining personal social service HR networks, participating in professional organizations, and maintaining SHRM-SCP or SPHR accreditation.

  • Maintains knowledge of industry trends and employment legislation and ensures organization's compliance. Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforces adherence to requirements; advises management on needed actions. Anticipates and resolves litigation risks.

  • Creates and reports HR metrics to the senior leadership team.

  • Maintains responsibility for organizational compliance with federal, state, and local legislation pertaining to all personnel matters.

  • Monitors all pay practices and systems for effectiveness, competitiveness, and cost containment. Leads participation in at least one salary survey per year.

  • Develops organization strategies by identifying and researching human resources issues; contributing information and reports, analysis, and recommendations to organization strategic thinking and direction; establishing human resources objectives in line with organizational objectives.

  • Keeps the Executive Director informed of problems that jeopardize the achievement of agency goals.

QUALIFICATIONS

  • Five plus years of HR leadership experience.

  • Experience managing total compensation.

  • Knowledge of state and federal employment laws; ability to equitably implement internal HR policies.

  • Expert knowledge of HRIS.

  • Ability to make informed business decisions based on data, statistics, and best practices.

  • Ability to work in an environment with passionate staff and conflicting visions.

  • Ability to manage work strategically and clearly communicate project timelines.

  • Able to adapt quickly to changing circumstances.

  • SHRM-SCP or SPHR preferred.
