Summary

The Community Development Manager is responsible for managing all aspects of assigned communities from land acquisition to commencement of homebuilding including community design, securing entitlements and construction plan approvals, land development, product development and bond exoneration.

 

Essential Duties and Responsibilities

Specific responsibilities will vary with designated communities and may include, but are not limited to:

 

1.0Due Diligence Investigation
1.1       Perform necessary due diligence tasks:

1.1.1     Project feasibility analysis

1.1.2     Legal, political, entitlement issues

1.1.3     Budget creation and/or review

1.1.4     Physical constraints

1.1.5     Schedule

2.0Budget Preparation and Budget Management
  1. Take the lead responsibility to prepare offsite budget estimates and updates for land development, community development improvements and direct expenses.  Prepare, update, and manage necessary proforma estimates:

2.1.1     Land Development

2.1.2     Architecture and associated consultants (onsite indirect budget)

2.1.3     Land and product related entitlements

2.1.4     Due diligence investigation

            2.2       Review, update and develop budgets monthl

                         2.2.1    Responsible for CFD formation, CFD Continuing Disclosures and reimbursement.

                        2.2.2    Responsible for all Agency Capital Improvement fee reimbursement programs.

  1. Land and Product Related Entitlements

3.1       Obtain all applicable community and homebuilding related entitlements and construction permits. Meet with Agency Staff and commissioners to negotiate the most advantageous design and conditions of approval.

3.2       Make formal presentations to public decision making bodies.

3.3       Responsible for Planning, Engineering, and Building Department interface, plan check corrections and obtaining land development and homebuilding permits for model and production homes.

  1. Review all fee requests from applicable jurisdictions and process as appropriate.
  2. Retain and manage consultants for the above tasks.

4.0       Land Development

4.1       Contribute, as a team member, to the development of the community design.

4.2       Contract, schedule, coordinate, and motivate the work of the engineering design professionals:

4.2.1     Civil Engineer

4.2.2     Soils Engineer

4.2.3     Landscape Architect

4.2.4     Other required engineering design professionals

                         4.3       Coordinate all bond exoneration for applicable community.

5.0       Architecture/Product Development

5.1       Contribute, as a team member, to the development of the architectural product design.

5.2       Contract, schedule, coordinate and motivate the work of the architectural design professionals including the architect, structural engineer, post tension slab designer, mechanical engineer and others as required.  Obtain and incorporate design input from Project Superintendents, Purchasing, Trade Partners.

5.3       Work with other team members to make product design changes to meet marketplace requirements. Supervise the product development process mindful of the home cost proforma estimate.

6.0       Development Team/Interdepartmental Coordination

  1. Track, coordinate, lead, and motivate the work of supporting development team members and departments to achieve the schedules, goals and objectives for assigned communities.
  2. Team members include accounting/finance, sales, marketing, land development, onsite purchasing, homebuilding, offsite purchasing, escrow, and mortgage.
  3. Act as board member on HOA’s.

7.0       Community Development Scheduling and Coordination

7.1       Establish the initial overall Community Schedule utilizing MS Project and update as required.  Establish and update the Community Milestone Schedule.

7.2       Schedule and coordinate all land and product design development meetings.

  1. Provide and track all updates as required for the Community Development Agenda, and Start Forecast reports.
  2. DRE – Manage DRE process
    1. Establish DRE Team
    2. Schedule and coordinate team members through entire process to achieve White Report.

9.0       Customer Support

9.1       Discuss, research, and advise customers and homebuyers issues.

9.2       Assist other departments with homebuyer issues.

10.0     Management

10.1 Supervise the work of supporting staff members to achieve the schedules, budgets, goals, and objectives for assigned communities.  Responsible for human resources related activities of staff members

11.0     Other duties/projects as assigned.

Knowledge/Experience

  1. 3 years minimum experience in Community Development/Entitlement Processing/Land Development
  2. Undergraduate college degree preferred
  3. Familiarity with the Home Building Industry
  4. Knowledge of offsite, land development and onsite construction requirements
  5. Experience in land acquisition due diligence
  6. Experience in dealing with Agency development requirements
  7. Understanding of Sales and Marketing, DRE, bond exoneration, and purchasing processes

 

Skills/Abilities

 

  1. Ability to work, think, and make decisions independently
  2. Preparation of Pro Forma cost estimates
  3. Flexibility in dealing with a variety of personalities
  4. Excellent communication and presentation skills
  5. Ability to read architectural, engineering and landscape plans
  6. Contract administration, scheduling, time management, and priority setting is a must
  7. Ability to perform under pressure and to prioritize multiple projects
  1. Mainframe and personal computer experience including the Microsoft Office Suite:

Word for Windows, Excel, MS Project, Outlook, Power Point, Access.
