Description

ASI Government is looking for an Acquisition Transformation to support a PMO with assessing their operations, identifying opportunities to transform for both operational improvements as well as strategic changes, and to provide special mission support in key areas that are underserved today.

The PMO’s contracting operations and acquisition support functions have been identified as the next area to perform an assessment, identify operational change and organizational transformation opportunities, support continuous process improvement in tandem with monitoring the progress of change and transformation, along with providing mission support as needed.   ASI has identified the work as follows:

a)            Review, document, and assess the current contracting operations to identify what works well, as well as to identify opportunities for operational change and organizational transformation;

b)            Apply best practices along with innovation to determine the recommendations for consideration against the opportunities identified during the assessment effort for the contracting operations;

c)            Review, document, and assess the current acquisition functions to identify what works well, as well as to identify opportunities for operational change and organizational transformation;

d)            Apply best practices along with innovation to determine the recommendations for consideration against the opportunities identified during the assessment effort for the acquisition functions;

e)            Support the execution of, including the management of, the review, coordination and approval processing of contracting and acquisition-related documentation;

f)             Maintain awareness of current policy and guidance related to contracting and acquisition, and make determinations for how current procedures and information may need to be changed to ensure compliance;

g)            Review the contents of contracting and acquisition documents, including providing recommendations and support for changes/adjustments, to ensure an effective level of quality and completeness, and to ensure their executability by contracting operations;

h)            Maintain an awareness and effort towards continuous process improvement, and support monitoring of performance;

i)             Support application of technology to enable improved decision making, effective information management, and timely process execution.

 

Successful consultants will have the ability to perform the following:

a)            Provide a team lead or team SME with at least 15 years’ successful experience as a senior contracting officer and/or official in DoD;

b)            Provide team resources that have at least 5 years’ continuous successful experience supporting the work of a senior contracting officer and/or contracting official in DoD;

c)            Provide junior/intern/entry level resources that demonstrate interest and promise in growing within the field of contracting and acquisition program support and consulting for operations improvement;

d)            Provide demonstrated experience with setting up or reorganizing a contracting organization to deliver improved flow of contract actions and operations;

e)            Provide demonstrated experience managing, evaluating, supporting and mentoring contracting officers to improve their effectiveness;

f)             Provide demonstrated experience managing, evaluating, supporting and mentoring contracting officers’ representatives (CORs) to improve their effectiveness;

g)            Demonstrated experience setting up and employing tracking tools to stay on top of requests, milestones, and timelines related to the lifecycle of contracting actions and operations;

h)            Demonstrated experience with successfully executing and managing multiple types of acquisitions as found in a DoD acquisition and sustainment organization;

i)             Demonstrated experience using automated contracting systems and technologies to enable smooth and timely contracting operations execution;

j)             Demonstrated experience with applying and using tools to improve the visibility, management, and work prioritization decisions of the contracting operations and acquisition support functions;

k)            Demonstrated experience with standardizing common forms and information to improve the quality and timeliness of information exchange across the lifecycle of contracting actions and operations;

l)             Demonstrated experience with identifying and prioritizing recommendations for change (with rationale and execution approach) – short term, medium term and long term, as appropriate – and communicating them for consideration by the team and client;

m)          Demonstrated experience with providing effective advice and guidance to instill innovative approaches towards satisfying contracting and acquisition needs and requirements, including means to increase performance and quality by contractors while reducing the time to execute contract actions;
