Description

Acquisition/Data Consultant to support the U.S. Department of Homeland Security (DHS), Office of the Chief Procurement Officer (OCPO) onsite in Washington, DC.

Acquisition Consultant Responsibilities:

  • Serves as conduit between acquisition workforce and technical development team to accurately translate workforce reporting needs to technical requirements for report developers
  • Provides support for developing a Procurement Data Standard (PDS) for DHS
  • Interacts with senior-level personnel, up to Senior Executive Services (SES) level, to support all requests pertaining to data stored in PRISM, FPDS, CPARS, PPIRS, SAM
  • Provides problem-solving support to identify workaround and creative solutions for identifying and reporting on acquisition data that is not easily obtainable from available procurement systems
  • Provides thought leadership related to utilizing procurement/acquisition data to enhance the capability and effectiveness of the DHS acquisition workforce

Requirements:

  • Advanced knowledge of Government acquisition/procurement systems to include PRISM Contract Writing System, CPARS, FPDS, PPIRS, SAM
  • Expert-level knowledge of all data fields available in CPARS, FPDS, PPIRS, and PRISM and how such fields correspond and relate across each system
  • Ability to lead the development and documentation of a DHS Procurement Data Standard (PDS)
  • Ability to translate reporting requests from acquisition workforce into actionable development requirements with specified data fields, reporting layout, and report features
  • Ability to interface with technical and non-technical resources and foster discussions between these groups
  • Ability to multi-task and manage several tasks simultaneously while working both independently and in group environments

Preferred

  • Prior experience supporting Business Intelligence or Data Intelligence work utilizing PRISM, CPARS, FPDS, PPIRS, SAM
  • Prior experience supporting the development of a Procurement Data Standard (PDS) for a federal agency

Work Location and Flexibility:

  • Work location is at DHS HQ in L’Enfant Plaza.
  • This position will be approved for part-time telework (1-2 days per week); Wednesday/Friday are mandatory office days
