ACQUISITION SUPPORT SPECIALIST (3-5 years’ experience)  Health & Human Services, DC

Objective: Enable efficient acquisition and contract monitoring processes to support the Government in their effort to manage contracts as a strategic resource for Department-wide financial systems.

The Subcontractor shall not at any time be expected to provide acquisition support that would be inherently governmental as defined and detailed in FAR Subpart 7.503 Policy.

The Subcontractor shall:

  • Provide support for efforts to acquire, manage, and utilize contract vehicles (contracts, purchase or task orders, and calls), modifications, and planning, design and preparation of replacement vehicles.
  • Provide contract administration support to Tantus/Parker Group Program/Project Manager (PM) by assisting OFSPO in the administration of existing contracts vehicles (contracts, purchase or task orders, and calls).
  • Compile and maintain basic information on the various contract vehicles supporting the program to support the management of program assets. This information includes, but is not limited to: scope, period of performance, available ceilings, status of replacement acquisitions, and points of contact.
  • Assist the Tantus/Parker Group PM in tracking and monitoring deliverables, invoices, performance management measures, contract performance, and historical and current status of contracted efforts.
  • Maintain, improve, and implement models, tools, and processes that support OFSPO's acquisition and contract administration activities to enable efficient operations.
  • Currently, OFSPO maintains a number of models/tools based on Excel and Visual Basic for Applications (VBA) macros.
  • These models/tools support various functions such as tracking of contract information (e.g., invoices, ceiling, etc.), contract resources and resource-related information (e.g., background investigations, GFI).
  • The Government requires support to:
    • Maintain and improve existing models and tools
    • Recommend/implement improvements to models, tools, and processes to enable more efficient/effective acquisition and contract administration
    • Improve integration between acquisition, budget, and finance models/tools.
