Financial Management Specialist/Cost Estimator

ASI is actively recruiting for a Financial Management Specialist/Cost Estimator to support TSA, Enrollment Services and Vetting Programs under this contract for TSA/C&P. The location will be relocating from its current Arlington location (701 S. 12th Street Arlington, VA 20598-6025) to its new HQ at 6595 Springfield Center Drive, Springfield, VA in November 2020. Candidates must be able to access both locations.

Our Financial Management Specialist/Cost Estimator will have 5+ years demonstrated knowledge and experience in financial management and cost estimating.  BA/BS required.

This consultant will assist with current and out year spend plan development and tracking support which lists the forecasted checked baggage technology spend efforts in relation to customer requirements for the current fiscal year and beyond. Coordinate, consolidate inputs, and support annual spend plan development activities internal to Checked Baggage Technologies Division as well as with other EBSP stakeholders. 

  • Performing data/trend analysis in support of CEBD
  • Support for strategic planning – responding to inquiries regarding budget cuts, etc.

-Coordinate with APM stakeholders to develop and provide inputs into the spend plan requirements formulation process, Resource Allocation Plan (RAP), Resource Allocation Decision (RAD), and Congressional Justification annually

-The Contractor shall refine and update the Recapitalization / Optimization / Capability /Efficiency Plan as part of the PREP tool prioritization process as needed to include the associated strategy to communicate changes to internal and external stakeholders (Updated at a minimum annually).

  • Track, monitor, and report the progress of the PR package commitments with the budget and finance team (approximately 60 PR packages annually).

-In support of the EBSP’s Project Prioritization Model and PREP tools, the Contractor shall:

  • Maintain project information in the tool such that it is kept up-to-date.
  • Tracking towards spend plan obligations with a focus on reconciling obligations against the spend plan at the end of every quarter
  • Perform data gathering to enable the Prioritization Tool to prioritize and track projects.

-Acquisition Documentation and Reporting:  Assist in the development, preparation and maintenance of the following DHS Acquisition Management Directive 102 documents and program performance metrics reporting. One version of each of the document types identified below currently exists. The Contractor shall be responsible for drafting managing version control and tracking for final approval status in close coordination with APM all AD102 documentation.
