The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the  United  Nations  Humanitarian  Response  Plan  for  2017,  1.3  million  people  require  urgent  health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs).  At present, the IRC is conducting these activities in Misrata, and planning to expand its operations into Sirte and Tripoli. The IRC envisages a humanitarian program in Libya targeting refugees, migrants and other war affected populations, with interventions designed to save lives and relieve humanitarian suffering, with a focus on health care and protection services.


Job Overview/Summary: The Protection Manager provides day-to-day oversight of program implementation, provides support to the staff and capacity-building efforts. The protection manager will be responsible on budgets management, spending plans, procurement plans, as well as donor reports and indicator tracking, provides support to the head of office in terms of designing new programs and seeking program expanding opportunities.


Major RESPONSIBILITIES: The Protection manager shall:

  • Lead assessments to identify protection risks, map points of service for survivors of GBV and vulnerable children, and identify points of entry and support structures for reinforcement;
  • Analyze trends of GBV and child protection and develop/adjust program strategies to meet needs;
  • designing program concept notes and proposals
  • Build capacity of psychosocial workers to offer appropriate referral and support to GBV survivors and children at risk;
  • Develop and strengthen GBV and CP referral systems;
  • Develop protocols for information collection and sharing;
  • Train GBV staff to become leaders of GBV prevention and response. Trainings include: guiding principles of addressing GBV, GBV case management, community mobilization toward prevention of GBV;
  • Train child protection staff to become leaders in child protection programming.  Trainings to include: child protection in emergencies, CP case management, PSS for children;
  • Train other program staff to integrate guiding principles and risk mitigation into various sector interventions;
  • Support trainings for healthcare providers, as needed;
  • Compile regular program reports and data;
  • Controlling budgets and spending plans that specific for protection programs .


KEY WORKING RELATIONSHIPS: The Protection Manager reports directly to the Head of Office and works closely with the Technical Advisors.



  • Educational background in Social Science, International Relations, Law, Social Work/Psychology, or other related field;
  • Understanding of emergency response and 3 years of relevant professional experience, including experience in child protection and/or gender, GBV, Women’s Empowerment or protection programming;
  • Strong management experience and ability to work well with a team;
  • Proven experience in developing and delivering training and of group facilitation;
  • Demonstrated sensitivity to protection issues, including application of the principle of confidentiality;
  • Extremely strong communication skills, with good understanding of relevant cross-cultural and sensitive issues;
  • Excellent qualitative and quantitative reporting skills;
  • Strong problem-solving and innovation to address gaps and challenges;
  • Demonstrated attention to detail and ability to produce timely and high quality of work;
  • Demonstrated high level of flexibility, responsiveness, and reliability;
  • Ability to work under pressure and strong time management skills to meet both short-term and long-term objectives;
  • Strict adherence to humanitarian and Protection principles and standards, as well as organizational policies including Child Safeguarding Policy (CSP), Code of Conduct and Prevention of Sexual Exploitation and Abuse (SEA);
  • Good knowledge of Microsoft Office;
  • Fluency in English, Arabic a requirement.


Working Environment

  • The position will be based in Libya with travel to Tunisa.
