JOB DESCRIPTION
Summary/Objective

We have an opportunity for a Business Development Manager to join our talented professional services team.  The successful candidate will be responsible for providing expertise in the full life-cycle management of opportunities within the Department of Defense and Intelligence Community. Overall responsibilities include the management, teaming, and cost/price solution approaches, as well as reporting to executive management on current capture status.  This position is responsible for planning and managing the opportunity in its entirety, although many of the tasks may be performed by other members of the team.  The ideal candidate has prior experience managing all aspects of capture in a federal sales life cycle environment, including lead and opportunity development, teaming strategies and negotiations, proposal planning, price to win assessment, and budget and operational management, and has a demonstrated record of success leading teams in capturing target programs.  Overall, we seek an experienced individual with the professional and personal skills, and the energy and vision to lead teams to capture and win new work.

Essential Functions

  • Drives the opportunity from capture decision to contract award
  • Directs the preparation, approval, and execution of the capture plan, and the capture schedule 
  • Leads, motivates, and energizes internal/external team members to produce a winning solution
  • Ensures appropriate resources are assigned to address all client requirements
  • Works closely with the various functional departments (i.e. Contracts, Pricing, Finance, HR, etc.) to assure an integrated approach
  • Ensures compliance with company policies and procedures and other practices set forth by upper management
  • Excellent verbal and personal presentation skills with the ability to persuasively present and represent OnPoint Consulting business capabilities
  • Ability to work extended hours as business conditions warrant
  • Identifies capture team and assigns capture responsibilities

Competencies

  • A BA/BS degree in the related field 
  • A minimum of five years’ professional experience with at least six years of Federal contracting experience
  • Minimum of Secret Security Clearance
  • Strong familiarity of the Shipley process
  • Demonstrated technical aptitude, superior presentation & communication skills
  • Demonstrable ability to problem-solve and think analytically
  • Strong interpersonal skills as well as written skills
  • Strong channel partner contacts
  • DoD/Intelligence Community experience/familiarity is preferred

Required Education and Experience

  • A BA/BS degree in the related field 
  • A minimum of eight years’ professional experience with at least six years of Federal contracting experience

Additional Eligibility Qualifications

  • Federal Business Development Experience 

Work Authorization/Security Clearance

  • US Citizenship required
  • Clearance preferred
