CATA is hiring a full-time, Director of Human Resources to be responsible for the organization’s human resources (HR) strategic and tactical planning, execution, and on-going oversight for long-term success. Areas of responsibility include strategic management, workforce planning and selection, training, organizational development, compensation, benefits, employee and union relations, human resource information systems, and diversity and equal opportunity.  This position is an excellent opportunity for a driven human resource professional ready to lead, mold and prepare an HR department for immediate development and innovative growth.

Duties and Responsibilities – including, but not limited to:

  • Plans, develops, implements, directs, and evaluates the organization’s human resource function and performance.  Reports the condition of the department to executive leadership as required.
  • Conducts on-going assessment of the human resources staff, including improving efficiency and effectiveness of the group, providing individuals with professional growth opportunities, and implementing performance metrics for individual staff.
  • Participates in the development of the organization’s plans and programs as a strategic partner and translates these into human resource operational plans.
  • Develops staffing strategies and action plans to identify talent within and outside of the organization. Works with human resource team to execute.
  • Establishes relationships and credibility throughout the organization by being an effective listener, coach, and problem solver of people issues.
  • Develops appropriate policies and programs for effective management of the people resources of the organization.
  • Identifies the need for change within human resources and/or the organization and implements change management strategies.
  • Participates in and/or leads union specific responsibilities; including grievance process, arbitration process, labor contract review and renewal efforts, etc.
  • Develops progressive and proactive compensation and benefits programs to support effective performance.
  • Develops and maintains a detailed and complete policy and procedure manual for the human resource department.
  • Introduces systems that will improve the overall operation and effectiveness of the human resource department.
  • Creates and maintains an organizational-wide succession plan with key employee developmental plans.  Identifies succession gaps and implements staffing plan to resolve.
  • Creates and monitors the human resources department budget.
  • Oversees EEO compliance, including creating comprehensive procedures for all diversity and EEO processes, working with EEO officer to provide human resource support, maintaining required EEO records, etc.
  • Ensures human resource compliance with all federal, state and local employment laws.

Education and Experience:

  • Bachelor’s degree in human resources or another related field; or equivalent experience totaling four years of combined higher education and/or human resource work experience.
  • Human Resource certification a plus (i.e. PHR, SPHR, SHRM-SCP, etc.).
  • A minimum of ten (10) years additional experience in human resources, beyond degree or equivalent, demonstrating a wide range of HR responsibilities. 
  • A minimum three (3) years’ experience in a management position, preferably at a director level, required within scope of experience.
  • Direct union experience required.
  • Proficient in MS Office.
  • Public agency experience a plus.
