1.          Project Background

The purpose of the Revenue Generation for Governance and Growth (RG3) activity is to build the capacity of targeted Government of Liberia (GOL) institutions, particularly the Ministry of Finance and Development Planning (MFDP) and the Liberia Revenue Authority (LRA), to improve domestic revenue mobilization.

RG3 will support the MFDP to develop the capacity to formulate sound, predictable, and fair revenue policies. RG3 will also support the LRA to enhance its ability to effectively, efficiently, and clearly implement those policies and carry out its revenue collection mandate. Lastly, RG3 will work with the GOL, private sector, and civil society to strengthen consultation, education and engagement on taxes and their benefits with an aim to build tax morale, increase voluntary compliance, and foster greater trust between taxpayers and the government.

2.          Tasks and Duties

Liberia Revenue Authority is gearing up to strengthen its arrears management function. The issues faced by LRA include lack of risk-based arrears management, arrears accounting and monitoring, debt write-off procedures, etc. This assignment will support RG3 in informing its tax arrears management strategy, organizational design of the debt management function and related business processes and policies, including:

  • Development of debt (tax arrears) management strategy
  • Inform associated procedures, such as deb write-off procedures and enforcement procedures
  • ‚ÄčOther assignments as necessary

3.          Qualifications

  • At least of 10 years’ relevant experience in developing countries
  • At least a Bachelor’s degree in a relevant filed or additional 10 years of relevant work experience.
