Function of the Position:
The Global Practice Specialist (GPS), Citizen Security will provide technical advice and guidance to the Governance Sector and other Global Practices on issues of citizen security as they relate to justice and/or security sector reform. The GPS duties include contributing to DAI’s strategic vision for thought and technical leadership in Governance, citizen security, especially on issues related to the intersection of citizen security and the justice and security sectors.
The GPS will serve as an in-house technical specialist across the organization, and will augment his/her capabilities through a professional network of external technical experts and strategic partners to provide technical leadership, guidance, and support to DAI globally. Reporting to the Global Practice Lead - Citizen Security, this position is responsible for growing DAI’s market share for development services within the sector, delivering superior technical insight and support on projects and proposals in DAI’s US Government (USG) business unit and DAI Europe, and building a network that connects DAI projects, staff, and clients. The GPS will collaborate with other Global Technical Services Teams to create a competitive advantage in delivering technical services to DAI’s donor, government, and corporate clients.
Roles and Responsibilities:
The following percentage time allocations are notional and may change depending on business needs.
1. Technical and Knowledge Management (45%)
Provides technical guidance to a variety of governance programming, including citizen security, justice/security sector reform to DAI’s growing portfolio of projects. Provides technical contributions and encourages a work culture of excellence, integrity, and accountability.
Responsible for contributing to the quality of technical leadership and services related to Citizen Security. Contributes to the engagement with Chiefs of Party (COPs) and project teams to identify, adapt, and refine technologies, tools, and approaches that provide cost effective solutions for current projects, new business activities and new clients. Work closely with USAID project management teams to capture technical achievements, lessons learned, and best practices to create growth in DAI’s client diversification strategy.
2. Business Development and Growth (30%)
In collaboration with Delivery, Business Development, and DAI Europe, identifies technical capabilities and trends which guide annual new business plans and technical requirements for proposal support; participates in setting bidding priorities, in consultation with DAI Europe, USG Delivery, and Business Development.
Supports new business activities by leading pre-positioning efforts and leading proposal development. Contributes to multi-year, multi-client plan to expand DAI’s work across the Sector’s technical areas, focusing on products and services that address the needs of clients in local, national, regional, and international locations. Works closely with DAI Europe to align DAI’s technical capabilities with private and public sector client needs in DAI Europe’s markets.
Markets the Sector’s portfolio and supports marketing and sales plans undertaken by DAI and Business Development.
3. External Outreach (10%)
In concert with the Sector Managing Director, the Global Practice Specialist will be responsible for enhancing DAI’s brand to our main clients, especially USAID. The Global Practice Specialist will produce content for the DAI website, internal and external publications, and internal business development resources from DAI’s work in the technical area to enhance proposal quality. Disseminates DAI’s development solutions through multiple venues, including social media, professional conferences, video, and public speaking engagements.
