Description

DAI Europe is currently preparing for the forthcoming EU project “Technical Assistance for the Policy and Regulation Initiative for Digital Africa” which is expected to start in October 2018. DAI Europe is a leading development company with an extensive EU and with offices in Brussels and London. DAI Europe is part of DAI Global which is based in Washington DC.

Objectives of the role:

The PRIDA initiative aims to foster universally accessible and affordable broadband across the continent (to unlock future benefits of internet based services). The expert will lead a Technical Assistance Team (TAT) whose role will be to advise and support the relevant department at the African Union Commission on the day-to-day implementation of the PRIDA project. In addition to leading the team of long and short-term experts, the Team Leader will further serve as the ICT Policy and Regulatory Expert, in charge of insuring continental ICT policy and legislative harmonization.

Qualifications and Skills:

  • University degree in IT, ICT, Telecommunications, or similar;
  • Fluent in English, with good working knowledge of French;
  • Excellent project management skills;
  • Excellent report writing skills in English, ability to produce concise reports;
  • Excellent interpersonal, presentation and communication skills, both orally and in writing;
  • Proficiency in the use of standard office software packages, email and internet.

General Professional Experience:

  • Minimum 10 years of relevant experience in ICT sector.
  • Ability to work as part of a team, in close cooperation with international stakeholders;
  • Extensive knowledge of the ICT/ telecoms policy and regulatory frameworks and national/ regional actor, especially in the African context;

Specific Professional Experience:

  • Minimum 5 years of relevant experience in developing legal, policy and regulatory documents in the ICT/ Telecommunications domain;
  • Minimum 5 years of experience in project management;
  • Demonstrated in-depth knowledge of and working experience with international stakeholders and governments, preferably in Africa Broad experience in requirements for setting up multi-stakeholder structures at national and regional levels with specific focus on Africa;
  • Good knowledge of the AU context preferred;

Length of the project: 36 months/690 working days

Start Date: 01/10/2018
