Program Summary

The Preparedness and Response (P&R) Project, a component of the USAID Emerging Pandemic Threats 2 (EPT 2) program helps national governments create an enabling environment for application of the One Health approach and preparedness for rapid, efficient, and effective response to dangerous public health events, including outbreaks and epidemics of national, regional and global importance. P&R provides technical assistance to support 15 countries in Africa and Southeast Asia to build long-term preparedness and response capabilities. The P&R project is in its final year of implementation and is now focusing on consolidating One Health thought leadership for the broader global health community.


The Global Health Specialist will work closely with P&R’s technical headquarters team to support knowledge capture and institutional learning of P&R existing technical approaches and sharing these learnings with the broader global health community.


Scope of Work


  1. Assist with the design and dissemination of global evidence-based technical approaches.
  2. Adapt project’s existing One Health toolkits for an external audience to include country governments and/or international stakeholders.
  3. Support technical review and analysis of P&R country implementation approaches, integrating feedback from a wide range of stakeholders.
  4. Provide writing support to technical white papers and project reports, including conducting desktop research and analyzing existing literature and project documentation.
  5. Coordinate technical initiatives across a range of countries to support quality assurance and consistency over final outputs.
  6. Support the design and implementation of a technical brownbag series (3-5 events) for USAID and the global health community in Washington, DC.
  7. Provide support to M&E Data Quality Audits.




  • An advanced degree in any global health and development related discipline or concentration
  • At least five years of work experience in global health, global health security, health governance, or related field
  • Excellent writing skills; past experience writing for a USAID or other donor audience preferred
  • Proven ability to work collaboratively with a global team of technical and operational staff
  • An agile self-starter who works well under pressure and can quickly adapt in a complex and volatile environment
  • Experience working with global health stakeholders including but not limited to CDC, WHO, FAO, and the World Bank preferred
  • Understanding of the Global Health Security Agenda preferred
  • Fluent English required; fluency in French preferred
