Strengthening Democratic Governance and Accountability Project (SDGAP) in Sri Lanka

DAI seeks a Chief of Party for a three year, $14 million USAID funded Strengthening Democratic Governance and Accountability Project (SDGAP) in Sri Lanka. The SDGAP Project is a three-year USAID-funded effort designed to improve transparency, accountability and effectiveness of national, provincial and local governance structures. The project which launched in 2016 will head into its final year of programming in the fall of 2018. The primary aim of the project is support democratic and economic reforms, governance reform, and accountability in Sri Lanka through the strengthening of country systems and processes in the areas of public accountability and public financial management and policy reform and implementation. Through supporting the ‘supply’ side (government actions / performance) with targeted assistance to support the ‘demand’ side (citizen awareness / need) of accountability SDGAP will achieve its goals.  The project will strengthen the linkages between different branches / levels of government and increase public participation in and public information about key governance systems to ensure greater accountability.

 

Responsibilities:

The Chief of Party will be responsible for the technical leadership and in-country management of the project.  S/he will oversee the long-term expatriate and local staff and short-term experts in achieving project results.  S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary.  Other responsibilities include:

  • Serve as principal liaison with USAID, Government of Sri Lanka counterparts and community stakeholders on program communications and technical implementation activities.

  • Provide technical and intellectual direction and leadership.

  • Manage, lead and oversee all expatriate, local, and third-country national consultants and subcontractors in achieving project results.

  • Develop work plans for project activities;

  • Oversee the participatory planning process to produce a strategic plan for project deliverables;

  • Provide technical support on the legislative process, including parliament’s role in the budget process, legislative and oversight work, parliamentary procedural issues, staff organization, public access and outreach, public financial management, and research capacity.

  • Oversee policy coordination mechanisms, with focus on improving collaboration of ministry staff and parliament in policy development process.

  • Implement public outreach mechanisms, including building Parliamentary capacity for managing public hearings and engaging with civil society and media.

  • Oversee development and implementation of Monitoring and Evaluating Plan.

  • Provide timely and accurate reporting to USAID on all program areas; and

  • Present findings in both written and oral presentations as required.

  • Coordinate program activities with other donors.

 

Qualifications Required

  • Ten years of experience working with parliaments or legislative bodies, governments, and civil society organizations in developed and developing countries.

  • Demonstrated ability to effectively collaborate with senior host-government counterparts, local implementing partners, and other USG- and other donor-funded programs.

  • Technical training experience in one or more of the following areas: legislative committee strengthening, budget and fiscal analysis, anti-corruption and government transparency.

  • Previous COP or DCOP management experience of USAID-funded or other donor projects

  • An advanced degree or higher in political or social science, law, public/ business administration or related area is required. 

  • Fluent English is required.

 

Qualifications Preferred

  • Fifteen (15) years of experience working with parliaments or legislative bodies, governments, and civil society organizations in developed and developing countries; ideally in Sri Lanka.

  • Strong, developed connections with senior host-country counterparts.

  • Previous COP or DCOP management experience on a DAI implemented project is desirable

  • Experience working in Sri Lanka is preferred.

  • Proficiency in Sinhala and/or Tamil preferred.
