Background:

DAI seeks qualified candidates for ACEB, an anticipated 5-year USAID-funded program, concentrated on supporting and enhancing the market-driven growth of Afghan SMEs associated with export-oriented value chains and enterprise clusters in Afghanistan. This goal will be achieved through direct technical assistance to and in-kind support of leading Afghan exporters in relevant supply/value chains.

Core Responsibilities:

The Chief of Party will be responsible for overall project management, including strategic vision and field team leadership; development and implementation of work plans, oversight of operational budgets and performance monitoring plans; liaison with USAID/Afghanistan, government officials, other donors and partner organizations; identification and mitigation of program risks; and achievement of targeted project results and objectives. The Chief of Party will supervise project staff and ensure compliance with DAI ethics, procedures and policies as well as USAID rules and regulations. 

Qualifications:

  • Master’s Degree in Business, Economics, Agriculture, or another relevant field; Bachelor’s Degree is required;
  • Minimum 10 years of experience designing, managing, and implementing large and complex industry competitiveness projects, with grant components.
  • Technical skills in SME competitiveness, trade development, policy reform and implementation, and/or cross border trade relations highly preferred.
  • Prior experience as Chief of Party, Team Leader or Deputy COP preferred;
  • Minimum five years’ experience in a senior management position, preferably inclusive of Afghanistan and its regional trade partners (Pakistan, the Former Soviet Republics bordering Afghanistan, the Gulf, India, and Iran), including managing budgets and personnel;
  • Experience in one or more of the following sectors—fresh vegetables, dried fruits and nuts, carpets, marble and granite, gems, saffron, handicrafts, gums and resins, and food processing.
  • Prior experience facilitating business transactions and developing productive working relations with donors and governments; ability to manage high-profile cross border trade initiatives

  • Experience managing projects in complex environments.

  • Excellent oral and written communication skills in English. Knowledge of Dari or Pashto preferred;

  • Demonstrated organizational skills and strong track record in meeting deliverables and deadlines

  • Experience managing projects in complex environments.

  • Experience with the following donors and implementers a plus— USAID, EU, International Trade Center, Commercial Law Development Program (CLDP) of US Department of Commerce.
