Description

DAI seeks a Senior Analyst (Chief of Party/ Project Director/ Team Leader) candidates for an anticipated two-year activity to develop guidance to strengthen rule of law (ROL) approaches to address organized crime. This activity will generate and disseminate knowledge around organized crime, which often fuels conflict and violence, fosters instability and can both cause and stem from fragility. This research will focus on the intersections of economics, governance, the environment and conflict and violence.

 

Specifically, this activity will: 1) explore the key dynamics between various forms of organized crime and rule of law in sub-Saharan Africa, 2) catalogue U.S. Agency for International Development (USAID) programming globally that addresses the key dynamics between ROL and organized crime over the past five years, and 3) summarize lessons learned--including experiences beyond USAID--in addressing the key dynamics between organized crime and ROL. By understanding the key dynamics around organized crime in sub-Saharan Africa and identifying approaches for addressing these dynamics, the resulting technical guidance will inform current and future programs and policies. 

 

Qualified candidates will have a mix of experience that illustrates technical expertise, knowledge of the African context, experience working with a wide range of U.S. Government (USG) stakeholders (particularly Department of State, Department of Justice, and USAID), and previous management of large donor-funded programs.

 

Responsibilities:

The Senior Analyst is responsible for overall management, technical direction, and administration to ensure activity success. The Senior Analyst ensures the quality and timeliness of all project deliverables.  S/he will be responsible for ensuring effective coordination of all project activities with those of relevant regional institutions, other donors, and related USG or USAID-funded activities. S/he will oversee all the project activities with support of DAI’s Citizen Security global practice and the Rule of Law implementing team, providing a combination of technical expertise and activity management. Oversee technical guidance produced by technical staff.

 

Requirements:

  • MA, JD, or PhD in international development, international security, public policy, political science, economics or related area required.
  • Possess ten (10) years relevant experience with analytic research.
  • Demonstrate strong analytical, communication, organizational, writing, and interpersonal skills.
  • Minimum three (3) years managerial experience.
  • Demonstrable ability to work with minimal guidance and handle multiple tasks under tight deadlines, be a team player, and well-organized self-starter.
  • Experience working with a wide range of USG stakeholders (particularly Department of State and Department of Justice personnel) and international donors required.
  • Experience working successfully with senior officials is essential.
  • Work experience in sub-Sahara is preferred.  
  • Security clearance at the secret or top-secret level is preferred.
  • Must possess extensive knowledge about transnational organized crime and criminal law
  • Proficiency in French is preferred.
