Description

Purpose of the evaluation

Systematic and timely evaluation of its programs and activities is an established priority of the European Commission. The focus of evaluations is on the assessment of achievements, the quality and the results of Actions in the context of an evolving cooperation policy with an increasing emphasis on result-oriented approaches. From this perspective, evaluations should look for evidence of why, whether or how these results are linked to the EU intervention and seek to identify the factors driving or hindering progress.

Evaluations should provide an understanding of the cause and effects links between inputs and activities, and outputs, outcomes and impacts. Evaluations should serve accountability, decision making, and learning and management purposes.

The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders with:

  • an overall independent assessment of the past performance of the Energy Efficiency through Reduction of Losses in Kigali Grid Network, paying particular attention to its intermediate results measured against its objectives;
  • Key lessons and recommendations in order to improve current and future Actions.

In particular, this evaluation will serve the purpose of identifying key bottlenecks of actual slow –moving implementation at EUCL and technical assistance level in defining the loss baseline and the actual situation as proposed by an assessment provided by the TA and not yet reviewed for approval by the beneficiary EUCL and suggest corrective measures for a smoother implementation.

The main users of this evaluation will be the EU Delegation, the Government of Rwanda, the National utility REG and donors involved in the energy sector.

Profile of the expert

At least Bachelor Degree in Electrical Engineering or equivalent professional experience in the energy / power sector.

-        At least 3 years' experience in the sectors related to the energy sector;

-       A minimum of 3 years of experience in the energy sector, and in particular 3 years in in grid-related sub-sector (including smart-grids, smart metering, data management systems and/or grid operations –HV lines, substations etc.);

-         At least 1 experience in project evaluation;

-         Good communication skills are required.
