Outline of the Programme:

“Methodological and Knowledge Sharing Support for EU External Interventions (“MKS Contract”)

The overall objective of the contract is to provide support and technical assistance to the Directorate General for International Cooperation and Developments (DG DEVCO) to improve quality, coherence and effectiveness of EU interventions in international cooperation through increased knowledge, reinforced capacities, enhanced working methodologies and skills of EU staff in Headquarters and Delegations.

Objectives of the role:

She/he will be in charge of the overall coordination of Capacity4dev from an IT perspective. Her/his tasks include drafting a development and rollout strategy, user requirements assessment, developing business analysis with data for leading recommendations and suggestions of improvements. The nature of his/her duties requires that he/she has an intra-muros status within the premises of the European Commission headquarters. She/he will work and oversee the IT aspects of Capacity4dev.

Length of the project: 12 months renewed up to 3 times (220 working days)

Start Date:  2nd of May 2019

Project Location: Brussels, Belgium

Qualifications and Skills:

  • University degree (Bachelor 3 years + master degree or 4 years University degree) in a relevant discipline (such as project/business management, journalism, ICT,  or  other relevant fields) or alternatively relevant professional experience of minimum 7 years.
  • Fluency in English and French (Cl/C2 level). Ability to work in a multicultural environment

General Professional Experience:

  • At least 5 years of experience in the field of communities' websites and use of open source technologies.

Specific Professional Experience:

  • At least 5 years of successful experience in web management for large scale organisations, in managing large scale and complex open source online knowledge management and collaborative platforms
  • Operational knowledge of Drupal is a requirement.
  • Knowledge of Agile and Scrum methodology (users' stories, business workflow, ... ) is a requirement.
  • Working experience in EU institutions would be a very strong asset
  • Knowledge of Capacity4Dev would be a very strong asset.
