1.    PROJECT BACKGROUND:

The purpose of the USAID Economic Security Program in Georgia, implemented by DAI, is to accelerate broad-based growth of sectors outside of agriculture that show strong potential to create jobs, to increase incomes, to increase micro, small, and medium enterprise (MSME) revenues, and to support diversification to more productive economic activities, including tourism and up to three additional sectors.

The Georgia Economic Security Program will accelerate the economic transformation of the country by attracting the capital and technologies needed for growth. It will harness Georgia’s growing market dynamism and catalyze multi-stakeholder problem-solving and co-investment. By putting the private sector in the lead, the project will ensure sustainability, local ownership, and self-reliance.

DAI will apply a facilitative value chain development approach. This approach places market actors and other value chain stakeholders (public and private) at the center of the change process and invites them to define problems and co-create solutions. Using timebound “smart incentives,” we then co-invest with market actors in their own pro-growth solutions. Georgia Economic Security Program will be headquartered in Tbilisi, with one regional office in Kutaisi.

2.    ROLE’S PURPOSE:

The Human Resources and Administration Officer supports the project team in all activities related to human resources (HR), procurement, and daily project operations. S/he supports DAI recruitment, staffing, payroll, procurement, logistics, facilities, and administration and will report to the Finance and Administration Manager.

3.    OBJECTIVES AND DUTIES

HR and Recruitment
•    Recruits for open project positions including identifying qualified candidates, screening and arranging interviews, testing candidates, checking references, preparing offer letters, and ensuring transparent and bias free recruitment processes.
•    Prepares the employment agreements and coordinates the onboarding of new staff.
•    Maintains all personnel and recruitment policies to ensure compliance with local labor law, tax law, and USAID regulations.
•    Plans and delivers HR training sessions.
•    Establishes and maintains personnel data in DAI systems and files which include information on start dates, end dates, salary history, performance evaluations, etc.
•    Assists in dissemination and implementation of new policies from the home office.
•    Manages the departure of staff leaving the project, which includes implementing exit interviews, facilitating the return of project property; drafting termination letters as needed, and informing on benefits.
•    Ensures accurate recording of personnel benefits and payment records and advises the Finance and Administration Manager of the status of such issues monthly.
•    Provides quality control of all staff timesheets and prepares monthly timesheet report to Accountant.
•    Establishes, maintains, and distributes project organizational chart regularly.

Administration
•    Supports daily administrative operations of the project, including, facilities, procurement, IT, and record and file management.
•    Ensures that administrative records, and project personnel documentation, are well-organized, maintained and updated.
•    Coordinates project staff and STTA travel arrangements between the central and regional project offices.
•    Oversees the management of central and regional office properties and ensures that all project facilities are in good operating status.
•    Manages project motor pool fleets and oversees vehicle and fuel log reconciliations.
•    Oversees the project office security contract and IT support services contract.
•    Provides logistical support and ensures quality service is provided for all training events, workshops, and conferences organized.
•    Prepares operations payments and follow up with finance team to ensure timely payment of all processed invoices.
•    Performs other related duties as required.
