Southeast Asia Information and Communications Technology (ICT) Project Director

 

Background

DAI’s Digital Frontiers project works with the U.S. Agency for International Development’s (USAID) Center for Digital Development to identify the most successful digital solutions and scale up its impact. Through Digital Frontiers, DAI manages a variety of buy-in activities that support USAID initiatives to increase access to digital tools and services globally. These include providing strategic advice, developing and running training programs, creating easy to use guides and toolkits, and supporting programming development.

 

Digital Frontiers is currently preparing for a buy-in activity that will work with USAID’s Regional Development Mission to Asia (RDMA) to increase the safe and appropriate use of digital technology for economic development in Southeast Asia. To achieve this, the anticipated project will raise public awareness around digital safety issues, improve digital practices of the private sector and civil society, and engage the private sector and civil society around digital policy issues across Southeast Asia, in partnership with U.S. companies.

 

The Project Director for this two-year project will be based in Bangkok, Thailand and includes travel to support activities in countries in the USAID RDMA region.

Responsibilities

Digital Frontiers anticipates the following responsibilities for the Project Director:

  • Manage multiple client relationships, including USAID missions and other US government agencies
  • Manage relationships with stakeholders, including national governments, civil society organizations (CSOs), and the private sector in the RDMA region (Cambodia, Laos, Myanmar, Thailand and Mongolia)
  • Design, develop, and conduct a regional capacity-building-related innovation challenge
  • Manage a small core staff, as well as multiple consultants and sub-awardees
  • Design and manage in-country activities in 3-5 countries across the region
  • Collaborate with regional stakeholders for public awareness campaigns on digital safety issues
  • Work with local private sector and CSOs to improve ICT practices and digital readiness
  • Identify partnerships, including with U.S.-based private sector companies on ICT policy issues or other initiatives
  • Manage all financial and technical reporting for this activity

Qualifications

Required

  • 10+ years managing international development programs as a team lead and/or COP/Project Director
  • Experience working with USAID
  • Exceptional client relationship management skills
  • Experience with financial and project management systems
  • Experience working with and collaborating with multiple stakeholders, such as government, CSOs, and private sector
  • Experience managing budgets of considerable value
  • Experience working and living in South East Asia or knowledge of existing networks in the region
  • Strong oral and written communication skills
  • Entrepreneurial spirit and a self-starter

Preferred

  • Knowledge of ICT capacity-building and/or ICT-related policy issues
  • Experience with innovation challenges
  • Experience working with the State Department
