Function of the Position:

This is a mid- to senior-level position on the Proposal Resources and Services team. The Senior New Business Specialist/Associate New Business Manager is responsible for providing outstanding support to DAI proposal teams, by flexibly and consistently coordinating, managing and/or contributing to new business efforts in USG and other business units as needed in response to priorities and requirements of the proposal pipeline. S/he effectively contributes to all required aspects and roles of proposal development as needed, including technical, management, pricing, recruitment, partnering, and others. S/he helps build the capacity of DAI staff across departments to succeed in new business roles through training, teaching, mentoring, coaching, and other activities to build BD knowledge, confidence, and capacity.


All grade levels:


  • Effectively implement DAI new business processes and methods.

  • Effectively use appropriate tools and techniques to keep proposal efforts on track and ensure quality and accuracy.

  • Contribute targeted research, writing, editing, and review of assigned proposal content.

  • Demonstrate mastery (emerging or consolidated) of USAID contracting and DAI business development processes, policies, requirements, and deliverables.

  • Contribute to winning outcomes by providing quality assurance for proposal processes and products and promoting continuous learning and improvement on proposal efforts.

  • Support the formation and development of effective, high-functioning proposal teams through strong management and leadership skills, emotional intelligence, and interpersonal acumen.

  • Develop positive, productive working relationships with colleagues in Technical Services, Delivery, and the BDU.

  • Serve as an effective resource for and supporter of business development efforts across DAI departments through solving problems, facilitating communication, and removing obstacles.

  • Develop relationships and familiarity in other DAI business units and departments connect to BD, such as Finance and Operations, HR, Contracts, etc.

  • Support Champions and teams to effectively prepare for proposals as:

    • A facilitator, guiding Champions and team members in pre-positioning processes, discussions/incubators, and decisions; and

    • A researcher, tracking down answers to questions about upcoming opportunities, the client, and the context, including through recon trips as assigned; developing and summarizing content on technical, geographic, and strategic topics for the Champion and team as assigned.

  • Support operational preparation for proposals, providing logistical and process support and administration as needed.

  • Work with Technical Services and Market Intel to generate timely and relevant info and intel on clients, markets, contexts, and competitors.

  • Facilitate trainings, workshops and other learning events.

  • Coach and mentor colleagues on new business development processes and principles.

  • Contribute to process refinement and development to improve DAI’s BD success.

  • Contribute to the development of tools, guides, manuals, and other resources to support BD success across the company.

Additional grade 9 responsibilities:

  • Lead any proposal function at any stage in the proposal process (including at any point on a live bid)

  • Support proposal teams with more advanced technical proposal strategy, design, and writing contributions.

  • Begin developing relationships with clients to inform business development.

  • Contribute to oversight and coordination of BDU planning and pipeline development functions, such as strategizing proposal team assignments and liaising with counterparts across the company to prepare a portfolio of efforts.

  • Train and mentor new proposal managers.

For all grades, additional responsibilities and duties may be necessary depending on business needs.

Minimum Qualifications

  • Grade 8: Bachelor’s degree with five years of relevant work experience*; or a Masters degree and three years of relevant work experience*.

  • Grade 9: Bachelor’s degree with seven years of relevant work experience*; or a Masters degree and five years of relevant work experience*.

  • Experience with design and/or implementation of international donor-funded projects, USAID, UN agencies or NGO’s on relevant programs.

  • Significant proposal development experience as a coordinator, manager, pricer, and/or other relevant and comparable roles.

  • Excellent verbal and written communication skills.

  • Excellent interpersonal and teamwork skills.

Equivalent combination of experience and education will be considered.

* the following areas qualify as relevant work experience: new business development, project management, contract/subcontract administration, and/or pricing.

Preferred Qualifications: 

  • Experience providing effective training and mentoring on business development concepts, tasks, and skills.

  • Experience with working in Oracle systems, MS Office Suite and Adobe Acrobat.

  • Experience working with USAID contracts and cooperative agreements

  • Professional fluency in Spanish, French or another relevant language preferred
