Nepal Digital Disaster Risk Financing Specialist


DAI’s Digital Frontiers project works with the U.S. Agency for International Development’s (USAID) Center for Digital Development to identify the most successful digital solutions and scale up its impact. Through Digital Frontiers, DAI manages a variety of buy-in activities that support USAID initiatives to increase access to digital tools and services globally. These include providing strategic advice, developing and running training programs, creating easy to use guides and toolkits, and supporting programming development.  

Digital Frontiers is currently preparing for potential buy-in projects including support to the USAID/Nepal mission to support with Disaster Risk Financing (DRF) activities.  This project will examine ways that private financial tools can inject cash into the government when disaster strikes, cover more able households with insurance, and other risk transfer mechanisms that could allow the government to focus its own resources on the most vulnerable households who are underserved in the current recovery efforts. USAID/Nepal has chosen Digital Frontier’s mechanism for this project because it believes digital solutions will play a key role in enabling DRF in the country going forward.


The purpose of this project is to analyze potential paths toward developing a diverse and robust set of digitally-driven disaster risk financing tools in Nepal that will inject cash into response and recovery systems when disasters occur and allow the government to use its scarce financial resources to serve the needs of truly vulnerable populations.


The Digital Frontiers’ team is looking to hire a short-term contractor to work both remote and in Nepal. Duties include:

  • Complete a desk study of no more than 30 pages that summarizes the state of DRF in Nepal, including an analysis of innovations in the sector and benchmarks it against best practices in the field globally
  • Implement four to five round table discussions that include 15-20 individuals and conduct additional one-on-one interviews with 20-30 individuals
    • Compile a summary report of key findings
  • Complete an analysis that includes a list of ways that data and digital applications could further the uptake of DRF in Nepal and an outline of key actions to be taken to ensure implementation success
  • Execute stakeholders meeting that includes up to 75 key DRF stakeholders
  • Write a final report that outlines a range of possible pathways to achieving a vibrant set of DRF tools in Nepal


The contractor hired under this Scope of Work is expected to visit Nepal twice. The first to conduct the in-country portion of the assessment and the second to attend the stakeholders meeting. These trips can be combined or conducted separately; the contractor should not expect to spend more than three weeks in-country.


  • 15+ years of demonstrated success in development or in implementing DRF solutions in developing country contexts
  • A wide set of contacts in the DRF field
  • Excellent English writing and communications skills
  • Two to five years of experience implementing assessments and stakeholder meetings
  • Proven ability to balance multiple tasks at once under tight deadlines
  • Experience working or living in Southeast Asia; work experience in Nepal preferred
