Chief of Party – Mozambique Local Governance Strengthening Program


DAI seeks a Chief of Party for an anticipated five-year, $20 million USAID-funded activity entitled Democratic Local Governance Strengthening Program in Mozambique.  The activity aims to strengthen governance institutions to improve the delivery of health, education, agriculture, water/sanitation and other government services at the provincial, district and/or municipal levels.  The position may be based in Maputo with travel to north-eastern provinces of Nampula, Zambézia, and Cabo Delgado.


Responsibilities: The COP will be responsible for overall project management, including field team mobilization and leadership; development and implementation of work plans, operational budgets and performance monitoring plans; coordination with the USAID mission, government officials, other donors and partner organizations, and ensuring achievement of project results and objectives. The COP will supervise key project staff and ensure compliance with USAID rules and regulations and DAI policies.

Required Qualifications:

  • A demonstrated track record of achieving results in a development context;

  • Minimum of 10 years of demonstrated experience in international development, with USAID and Lusophone Africa experience strongly preferred;

  • Demonstrated management and supervisory experience on complex, donor funded projects;

  • Demonstrated track record of working in teams and fostering collaborative partnerships;

  • Technical expertise in at least one of the following areas required: decentralization policy/legal frameworks and inter-ministerial coordination; subnational public financial management, including taxation/own source revenue, planning and budgeting; Local Economic Development and private sector engagement; and capacity building for service delivery for health, education, and/or agricultural extension. 

  • Demonstrated experience overseeing monitoring, evaluation, and continuous learning on development projects;

  • Demonstrated excellent oral, written, and verbal communication abilities in English and minimum of conversant skills in Portuguese.
