Chief of Party – Better Access and Connectivity (BEACON) Project: 

DAI is looking for a for a Chief of Party (COP) to provide leadership in the implementation of a 5-year USAID-funded project in the Philippines. The purpose of the project is to improve access and connectivity in the Philippines by enhancing ICT infrastructure and improving trade logistics performance. The Chief of Party’s primary responsibilities are aimed at providing overall leadership management and general technical direction of the entire project, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the contract. This individual will be expected to identify issues and risks related to project implementation in a timely manner and suggest appropriate project adjustments. This individual shall act as the key liaison between DAI, USAID/Philippines, and all other counterparts and implementing partners involved with the project. The position requires significant coordination skills, broad general and technical knowledge, experience in developing countries and skills to ensure coherence and consistency in spite of urgent deadlines.


  • Provide overall leadership, management, and strategic direction for the project.
  • Oversee and monitor quality of all project activities and timely delivery of deliverables to client.
  • In conjunction with USAID/Philippines and DAI’s home office determine annual priorities, develop work plans, prepare annual reports and quarterly progress reports, and ensure project responds to changing conditions and operating environments.
  • Oversee project administration, implementation, and financial management to ensure project implementation aligns with budget allocations, internal policies, and USAID regulations.
  • Manage project consortium, including ensuring effective communication with all project partners, proactively identifying and resolving partnership issues and ensuring cohesion throughout project implementation.
  • Lead team as the primary in-country liaison with USAID, host government counterparts, the private sector, donor community, and other stakeholders.


  • An advanced degree in economics, social and/or information science, international development, law, computer science, or a related field.
  • Minimum of 10 years of progressively responsible experience in a senior level role leading complex development projects in the Asia region, preferably for USAID-funded projects.
  • Proven technical expertise in ICT and ICT infrastructure development, trade and logistics, ICT and trade policy, business enabling environment, economic growth, and/or related areas.
  • Has extensive and substantive experience working effectively with counterparts at various levels of government, as well as with non-governmental organizations, the private sector, and other key stakeholders in managing international development assistance projects. Experience overseeing or managing public-private partnerships preferred.
  • Strong familiarity with USAID rules and regulations.
  • Proven leadership and management skills, including a track record of managing and coordinating high-performance teams across multiple project office locations, including the ability to coach, guide, and inspire the team members in their contributions to meeting project objectives.
  • Proven leadership in fostering collaborative learning and adaptive management, monitoring effectiveness, opportunities and challenges, and adapting implementation based on learning to achieve desired project outcomes.
  • Strong familiarity and experience with the political, social, economic, environmental, and cultural context in Philippines.
  • Excellent writing and communications skills in English.
