Chiefs of Party – FEWS NET 7 Pillar 3

DAI seeks Chiefs of Party to lead applied research activities under Pillar 3 of the Famine Early Warning Systems Network 7 (FEWS NET 7). FEWS NET is a complex global program designed to deliver early warning of hazards, food insecurity, and famine to a broad institutional audience active in this line of work, to include USAID, other U.S. Government agencies, donor agencies, national governments, and non-governmental organizations.

Pillar 3 will utilize and expand on FEWS NET’s rich and growing understanding of livelihoods, markets, nutrition, agro-climatology, and socio-economic dynamics to identify solutions which sustainably enhance food security and resilience. As such Pillar 3 will expand the existing knowledge base on food security. Pillar 3 will also inform field-level activities carried out under Pillar 1 which operates in over 20 countries in Africa, Latin America and the Caribbean, Asia, and the Middle East. Pillar 3’s research activities will range from multiple, inter-related research topics to a single issue. Depending on the scope, Pillar 3’s research team will be based in Washington DC or in a FEWS NET country.

The COP will be responsible for the overall technical leadership and management of research activities launched under Pillar 3. S/he will likely manage multiple geographically dispersed, multicultural teams, from a central base in Washington DC or in a specific geographic region. S/he will provide strategic, technical, and intellectual direction and leadership for program activities, to include research design and annual work-planning. S/he will represent Pillar 3 activities before USAID and other stakeholders, and also ensure the timely and accurate completion of specific interventions.

Minimum Qualifications:

  • Minimum 10 years of experience leading complex, interconnected policy and research programs ideally in multiple countries and across relevant topics (agriculture, rural development, market systems, livelihoods, climate change, nutrition, and resilience);
  • Prior experience in designing and implementing pilot programs, and managing multi-cultural teams of senior to mid-level experts to achieve exceptional results;
  • Senior technical expertise in agriculture and food security, livelihoods and nutrition, rural development, climate change, market systems, disaster risk reduction, and resilience;
  • Familiarity with food security assessments and evaluations, policy development and briefing, market systems and M4P approaches, area modeling, and research;
  • Demonstrated experience overseeing Collaborative Learning and Adaptive (CLA) management approaches;
  • Knowledge of international and regional food security networks in FEWS NET 7 regions, and knowledge of overall FEWS NET activities is desired;
  • Demonstrated experience collaborating and coordinating with USAID, USG agencies, donor agencies, international organizations, host government institutions, and nonprofit organizations;
  • Doctorate is preferred, but other advanced degrees will be considered, in agriculture, economics, food security, disaster management, humanitarian response, rural development, environment, and public health, or related fields;
  • Fluency in English is required, and proficiency in French and/or Spanish preferred.
  • Eligibility to work in the US required.
