The Law Enforcement Assisted Diversion (LEAD) is a program of REACH designed to help local law enforcement divert individuals suspected of low-level drug offenses and prostitution from the criminal legal system to case management services.


LEAD Milieu Case Manager Job Summary

The Milieu Case Manager position will act as part of a team to provide supportive services to clients. This will require community engagement, developing positive relationships with all REACH staff and collaborating agencies to effectively coordinate and deliver services. The nature of this position is extremely independent, requiring creative thinking, excellent interpersonal relationships, and conflict resolution skills. The central purpose of this position is to help create a welcoming community environment where LEAD clients feel a sense of respect and belonging and, in turn, access resources needed to improve their quality of life.

The Milieu Case Manager position contributes to the success of all REACH program services and activities within the milieu space. This position’s duties include carrying out administrative tasks associated with documentation of service provision such as data entry, scanning documents, maintaining logs for client resources (bus tickets, etc.) This position also has a central role in welcoming clients to REACH and providing hospitality, maintaining order and client flow, and connecting clients to case managers or other providers. The Milieu Case Manager will provide direct services to clients in the milieu setting, including:

  • Helps create a safe and hospitable environment and welcomes clients into the REACH space by staffing the front desk and letting clients in the door

  • Develops rapport and trusting relationships with clients through respectful, person-centered engagement practices.

  • Orients new clients to the space(s) and facilitates client flow in and out of the space while maintaining a hospitable and friendly demeanor

  • Orients new staff to the floor and supports all REACH staff and partners in utilizing trauma informed care approaches in the milieu

  • Works in collaboration with Case Managers to set up self-care plans for REACH clients and assist in providing case management services as needed in the office to maintain continuity of care to REACH clients (i.e. signing paperwork, addressing individual behavioral challenges, and working in collaboration with case managers)

  • Helps implement systems to support clients in the milieu space with behavioral issues

  • Provides engagement and ongoing supportive services to REACH clients in group settings, and helps support large client events and activities

  • Perform administrative and light cleaning duties such as answering phones and inquiries, assisting with tracking and ordering milieu supplies, coffee-making for clients, bathroom checks, and light cleaning tasks as needed

  • Keeps the bulletin board up to date



  • Minimum of two (2) years’ experience in work related to social work or outreach programs

  • Experience providing services to individuals from a harm reduction perspective

  • High School Diploma or equivalent



  • Experience with case management, homelessness, and co-occurring disorders is preferred

  • Academic training related to substance use disorder treatment is highly desirable

  • Undergraduate Degree
