The Foothill-De Anza Community College District is currently accepting applications for the executive leadership position of Vice Chancellor of Business Services.

DUTIES AND RESPONSIBILITIES OF THE POSITION INCLUDE:
Reporting to the Chancellor and serving as an executive member of Chancellor’s Cabinet, the Vice Chancellor shall provide vision and leadership for the development and implementation of business and fiscal services necessary to support the mission of the District. Serving as the District’s Chief Business Officer, this position is responsible for developing, coordinating, and implementing complex business policy and procedures; making business related decisions within District policy, law, or existing practice; and advising the Chancellor and the Board on fiscal, business, and operational matters. The Vice Chancellor consults with the Chancellor and college presidents to develop financial strategies for the District, and works in collaborative partnership with the District Office of Human Resources to develop and deliver related employee services such as payroll, and with the Vice Chancellor of Human Resources to consult on the fiscal implications of compensation and benefits related to collective bargaining. The Vice Chancellor fosters a culture of collaboration, mutual respect, innovation, and continuous improvement throughout the district.

The Vice Chancellor provides critical leadership in the development of both short- and long-range financial planning for the District, including effective practices that may differ from the District’s traditions and historic roots. The Vice Chancellor represents the District in appropriate local, state, and national organizations; and meets regularly with the State Chancellor's Office and other chief business officers to gather and assess information pertaining to fiscal, business, and state budget issues, and to influence the development of public policy. The Vice Chancellor also plans, organizes, coordinates, directs, and conducts financial, budget, and business related activities and operations for the district, including budget preparation and administration, accounting, payroll, risk management, vendor and facility contract negotiations and execution, hazardous materials compliance programs, purchasing, grants, investments, and capital financing. The Vice Chancellor also conducts and implements long range planning including self-insurance, OPEB liability, and facilities modernization and improvements.  

The Vice Chancellor is responsible to assure the planning, organization, preparation, and presentation of periodic financial statements and reports that provide information and data concerning district resources and expenditures as well as the status of Business Services activities; confers with external and internal auditors in the performance of a variety of fiscal and operational audits and communicates to appropriate management personnel regarding related issues, findings, and concerns; and convenes the Audit and Finance Committee. This position also oversees the implementation of the General Obligation Bond programs and close out of the 15-year capital outlay program funded by Measure C; plans, formulates, and recommends policies and procedures to achieve greater efficiency in the allocation and utilization of resources; and convenes the Citizens' Bond Oversight Committee (CBOC).

The Vice Chancellor is expected to support, implement, and promote compliance with the District's Diversity and Equal Opportunity Plan in all aspects of employment and education; and encourages cultural and ethnic diversity in staffing, programs, and services.

The Vice Chancellor provides oversight and leadership for the following departments and services: District Police, Fiscal Services, Environmental Health and Safety, Purchasing, Risk Management, Facilities/Operations/Construction Management, and Emergency Operations Management; and advises and monitors the financial operations of the Foothill-De Anza Foundation. Direct reports to the position include: Executive Director of Fiscal Services, Executive Director of Facilities and Operations; Chief of Police; Director of Purchasing, Contracts, and Risk Management; Director of Environmental Health and Safety, and Executive Assistant to the Vice Chancellor of Business Services.

Physical Abilities:

  1. Hear and speak to exchange information in person and on the telephone and make presentations.

  3. Vision sufficient to read various materials.

  6. Lift and carry objects up to 20 lbs.

MINIMUM QUALIFICATIONS:

  1. Understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.
  2. Master’s Degree.
  3. Five (5) years of experience in appropriately responsible management position/s.

PREFERRED QUALIFICATIONS:

  1. Successful business services leadership experience in a public education environment; including successful business services leadership experience in the California Community College system, highly preferred.
  2. Proven flexibility to operate successfully in a complex fiscal environment with broad and varied District objectives.
  3. Experience with public educational institution operations, related laws, regulations, public policies, business and administrative practices; capital outlay construction programs; and educational and governmental accounting and audit standards and practices.
  4. Successful experience working with governing bodies or other high level oversight committees.
  5. Proven leadership in the effective implementation of sound budget and financial practices and administrative service delivery.
  6. Experience with or training in integrated and complex financial and human resources computer information systems.
  7. Experience assuring compliance with federal and state laws and regulations pertaining to public higher education.
  8. Successful experience conducting and executing complex contract negotiations.

In addition, successful candidates will demonstrate the following knowledge and abilities:

  1. Knowledge of California regulations and statutes affecting community colleges.
  2. Effective communication both orally and in writing including providing understandable explanations of complex issues.
  3. Demonstrated ability to effect flexible, innovative solutions to management and operational issues.
  4. Ability to provide business management, leadership, and supervision in a changing environment.
  5. Ability to analyze a wide variety of technical, business, and fiscal issues.
  6. Ability to work successfully in a participatory governance environment with a commitment to transparency and collegiality.
  7. Sense of humor.

CONDITIONS OF EMPLOYMENT:
Position: Full-Time, Contract, 12-months per year
