Responsible and accountable for the proper execution of all purchases of the commodity and for the subcontracted production and assembly of semiconductors at our globally based subcontractors.
In this function your role will be dual, on the one hand you will be actively involved in all purchasing activities for subcontractor services and on the other hand as an all-rounded leader you will be responsible for managing and developing the key suppliers.
Supervise and manage all aspects of purchasing for subcontracted services.
Manage in cross-functional teams with the interfacing technical and quality departments, such as Clarification of the exact technical requirements with the operations and engineering personnel, vendor selection criteria, methodology of selection (best value, lowest price, etc.), cost negotiations, contract negotiations.
Oversee and manage the RFQ (Request For Quote) process for products and services, review the specification together with the interfacing engineering department and analyze the requirements and decide on the fitting supplier or subcontractor and on the type of contract needed in this case.
Perform cost or price analysis, including review of cost breakdowns to determine reasonableness of price and develop negotiation strategy.
Maintain and update the procurement processes & filing systems for full compliance with all company policies and contract requirements.
Develop, implement, and maintain contracts, including modification-tracking and contract-alerts for critical items, in tight cooperation with legal department.
Ensuring compliance of all company regulations and policies, and maintaining complete confidentiality of all purchasing and contract related matters.
Develop, implement, and maintain all key tracking metrics for departmental performance (time to procure, work volume, on time delivery, buyer volume, error logs, etc.).
Act as point of contact with subcontractors and vendors for claims and critical change orders. Work with Engineering and QC Representatives to resolve contract deficiencies.
Support interfacing SCM department by supporting them with resolving issues related to the timely, accurate, and complete supply of products and services.
Complete and submit a monthly report detailing assigned work, upcoming work, and ongoing projects to Management.
Negotiate contract modifications to improve the supplier performance.
Bachelor Degree in Business Administration or related field.
Minimum 5 years of experience as Strategic Buyer or Purchasing Manager.
Proficiency in MS Office application, includes MS Excel and PowerPoint.
Excellent verbal and written communication skills.
Excellent negotiation skills.
Ability to work under pressure.
Exceptional interpersonal skills with the ability to effectively deal people in a professional, courteous manner in various situations.
Willingness to travel (20-30%).
Experience with SAP Software.
Experience in a direct supervisory capacity managing, motivating, developing, and overseeing staff members.
Working Location: Ang Mo Kio.
Working Hours: Monday to Friday, 8.30am - 5.30pm.
