Under the supervision of the Director, the Senior Program Officer for Global Technology Programs provides strategic support and oversight on a variety of portfolio tasks, including project management, donor reporting, donor relations, proposal development and communications. The Senior Program Officer is responsible for management level support for a variety of projects within the Global Technology portfolio, including both policy-related and technology projects.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Lead project management and implementation of Global Technology Programs, notably projects focused on circumvention technology, threat sharing, business and human rights;
  • Provide ongoing M&E support to all of the portfolio programs;
  • Perform high-level grants and contracts management including reviewing RFA/Ps and tracking, monitoring, and analysis of all grants and contracts in line with operational program plans;
  • Supervise staff, including assigning work, approving timesheets and managing their workload;
  • Review grants/contracts packages for compliance and accuracy prior to submission and ensure deliverables are in-line with program plans and are cost-effective;
  • Liaise with Grants & Contracts on all contracts, subgrants, procurement and payments;
  • Coordinate with other Program Management Units, share good practices and support proposal writing as needed;
  • Provide budget authority for grants, procurements and other payments;
  • Manage reporting to donors, including quarterly and final reports;
  • Lead the preparation of proposals, including facilitating brainstorming and coordination;
  • Identify and develop new strategic partnerships and activities in target countries in collaboration with the Director;
  • Represent Internews at conferences and events, and with funders;
  • Research and develop new partnerships and funding opportunities;
  • Oversee organization of meetings/events as needed;
  • Travel to partner locations or international conferences;
  • Understanding of and demonstrated commitment to upholding Internews’ Core Values;
  • Other duties as assigned.



  • Minimum 7 years programmatic experience in relevant non-profit
  • Relevant university degree required
  • Extensive grant proposal writing experience, and proven text-editing proficiency
  • Strong English language proficiency required
  • Experience in developing or supporting programs, including monitoring and evaluation efforts
  • Previous work experience with USG programs and projects
  • Excellent communication skills: speaking, writing, and listening
  • Demonstrated interpersonal skills including diplomacy, tact, and the ability to negotiate
  • Proven analytical and problem-solving ability
  • Proven ability to work both independently and as an effective team member
  • Proven ability to prioritize and handle multiple on-going assignments


  • Experience with legal/regulatory issues and/or policy advocacy a significant asset
  • Experience and understanding of the Internet Freedom and digital rights sector
  • Regional languages (such as French, Spanish, Arabic, or Russian) preferred, but not required
  • Proficient in MS Office
