Internews Network is seeking a Senior Finance and Administration Officer for a USAID-funded media support program in Sri Lanka. The Senior Finance and Administration Officer will be responsible for all financial and administrative aspects of the project including: reconciling monthly expenditures, recodes, forecasting of project expenditures, support and managing the subgrants agreements with a primary focus on financial reporting, managing and delivering effective support and guidance to field staff, supporting audit inquiries, and compliance with USAID and Internews rules and regulations. Please note the position is contingent upon receipt of funding. The position will be based in Colombo.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; other duties may be assigned:

  • Monitors program accounting and documentation to ensure compliance with USAID requirements and Internews’ policies and procedures.
  • Reviews invoices, expense reimbursements, advance requests, and payment requests,  including review for proper coding and approvals.
  • Support the COP’s efforts in project planning, budgeting, and administrative oversight.
  • Develop, maintain and monitor internal controls.
  • Report to Chief of Party, the Internews regional office in Bangkok and Internews US headquarters.
  • Prepare financial reports and track monthly expenses and cost share.
  • Ensure proper spending procedures, documentation, and accurate data entries.
  • Provides clerical and administrative support to management as requested.
  • Coordinate and maintain a cash flow forecasting system based on program needs.
  • Prepare budget, modifications and forecasting jointly with the Chief of Party.
  • Supervise all contractual commitments and ensure compliance with Sri Lankan law, Internews policies and USAID regulations.
  • Manage all bank accounts, transfers and local payments to suppliers and staff.
  • Manage procurement processes according to Internews policies and USAID regulations.
  • Monitor grants, contracts and sub-agreements.
  • Support sub-grantees with budget preparation, financial implications and budget reporting.
  • Ensure compliance by all sub-grantees to Internews and United States government regulations.
  • Communicate with subgrantees on compliance issues and provide training/guidance as needed.
  • Prepare contracts for local staff and consultants according to Sri Lankan law and Internews regulations.

  • At least 5 years’ experience managing finances for large international NGO programs.
  • Direct experience managing the finances and administration of USAID-funded projects.
  • Experience with project financial management including financial controls, sub-grants management, accounting and audits, as well as reporting on accruals, pipeline, and expense validation and reimbursement to service providers .
  • Experience supporting projects in Southeast Asia and/or Sri Lanka preferred.
  • Excellent written and spoken English.
  • Experience with USAID regulations, policies and grant procedures.
  • Ability to multitask efficiently and work with a diverse staff.
  • Experience with skill evaluation, professional development, and staff training.
  • Advanced computer skills, including proficiency in Excel, Word, Outlook, Internet, and Quick Books.
  • CPA and Accounting degree desirable, MBA highly desirable.
