The Humanitarian Communication with Communities (CwC) and Engagement Officer will work closely with communities to ensure they have a voice and a way to give their feedback on services provided. This position will fill the important role of informing and engaging with local communities, thus increasing the organization’s accountability to affected population.

  • Provide the humanitarian community with CwC Technical Expertise, also but not limited to:
    • provide support for the CwC Working Group;
    • support agencies that are already implementing CwC activities;
    • look at the gaps and challenges in the current CwC response;
    • when requested work bilaterally with single agencies through assessments and recommendations.
  • Take a leading role in coordination CWC working group/other initiatives that harness collective CWC action
  • In coordination with the Project Team, ensure that feedback gained from project activities is made available to humanitarian organizations (i.e. brief presentations at coordination meetings and other relevant forums, etc.), and government officials, as required.
  • With the Humanitarian Liaison Officer, promote CWC information sharing amongst humanitarian actors
  • Promote program responsiveness, transparency and accountability in the overall response.
  • To document community opinions and feedback (through SMS messages, written questions, feedback to community correspondents, and outreach workers etc.)
  • To help compile and filter community feedback to Internews and the relevant humanitarian organizations.
  • Support the development and to facilitate community listening groups to help gather feedback with the Humanitarian Feedback Analyst.
  • Gather information from community after broadcasts in one to one meetings, and focus group discussions. 
  • Contribute to general ideas/topics for feature stories and development of non-news programs, such as health, water and sanitation, civic education, peace and reconciliation, etc. based on the information they gather from the community.
  • Lead and support reporting of any ongoing activities to the Internews M&E Coordinator.
  • Reinforcing and expanding two-way communication channels and systems between humanitarian agencies, and local community groups and individuals.
  • Exploring new ways of engaging with communities and channelling their feedback to humanitarian service providers.
  • When needed, producing multimedia materials (blog posts, photos, tweets etc.) from the project for external audiences; liaise with communications sections within Internews to promote the project.
  • When relevant. produce a weekly headlines document that is shared with NGOs to reflect community concerns.
  • When relevant and required, conduct an assessment of various feedback mechanisms and collection activities currently in place, to draft ‘common analysis tool’ in consultation with partners, and based on successful models used in other humanitarian contexts.
  • When relevant and required, conduct an assessment of the current status of information hubs operated by various agencies and offer technical support to improve the effectiveness of these hubs, and training provided to workers as required.
  • Working closely with the Country Director and the Senior Humanitarian Director on project planning and coordination.



  • Fluent written and spoken English.
  • Advanced university degree (Master’s or equivalent) in social sciences, development studies, communications or related field.
  • Experience in problem definition, and the design of innovative and creative solutions.
  • Strong skills in inter-personal communication, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
  • Track record of brokering and / or cultivating successful relationships and partnerships.
  • At least 5 years of field experience in humanitarian operations, in a role which involved direct interaction with affected communities and CwC activities.
  • Demonstrated interest / experience in communicating with communities’ approaches, and community engagement more broadly, and the application of technology as a communication tool, preferably in the context of humanitarian emergencies.
  • Proven skills in partnership building, influencing and negotiation, with a range of humanitarian and other actors.
  • Ability to generate and use programme learning to improve practice and support advocacy and communication.
  • Demonstrated networks with relevant CwC and private sector and technical actors.
  • Demonstrated understanding of mobile and ICT technology and its role in humanitarian response.
  • Demonstrated interest in communication with crisis-affected communities, and the use of traditional and new technology as a tool in community engagement and community consultation.
  • Experience with digital communication platforms and social media.
  • Strong communication and diplomatic skills
  • Proven ability to develop staff and mentoring programs
  • Experience of living and/or working in conflict/post-conflict environments
  • Ability to adjust to shifting political circumstances and create programming accordingly
  • Sensitivity to cross-cultural dynamics in the work place and experience supervising staff
  • Must be self-reliant, organized, resourceful, good problem-solver, good humored, and flexible
  • Excellent English oral and written skills mandatory (a working knowledge of any other UN language is highly desirable)
