Under the supervision of the Regional Director for LAC, the Business Operations Officer’s primary responsibility is monitoring, supporting and analyzing the program portfolio’s financial performance and operations. In addition, the Business Operations Officer will provide high-level administrative and operational support to all programs in the LAC portfolio under the mentorship of senior Internews staff.


ESSENTIAL DUTIES AND RESPONSIBILITIES are listed below, other duties may be assigned:

Programmatic (50%)

  • Provide analytical/financial support to the RD for LAC;
  • Track program budgets and provide analysis for departments, including:
    • Creating and maintaining program budgets for each project
    • Reconciling program budgets with actual expenses on a monthly basis
    • Meeting with Program Managers/Directors to review expenditures and projections
    • Assist Program Managers/Directors to revise projections based on implementation needs/changes and monitor direct cost line shift in program budgets
  • Track staff Level of Effort allocations across programs and indirect funding and provide LoE analyses as needed by the RD and Program Directors;
  • Liaise with field accountants, country managers, and other business managers to improve internal policies and procedures;
  • Assist program staff with proposal budget development for new and existing projects and modifications of current budgets;
  • Assist RD with compiling regular reports and analysis to management;
  • Support RD, Country Directors, and Project Directors in start-up phases of new projects including launch and admin and operations systems-building;
  • May involve field travel to support set up of field offices and assist in administration and financial training;
  • Monitor the portfolio’s subgrants and contracts, including delegating specific duties to the Senior Business Associate to support these tasks;
  • Significant communication and interaction with program staff is expected to assist and review business operations, technical launch and close out of programs and train program staff on business operations policies and procedures as needed;
  • Prepare and submit expense reports and vouchers, process payment requests;
  • Provides budget authority for subgrants, procurements, and other payments;
  • Other duties as assigned.

Corporate (50%)

  • Monitor and resolve financial obligation issues with funders;
  • Prepare advanced financial analysis & reporting utilizing ERP system, including working with the Senior Director of Budgeting and Internal Reporting to forecast expenses for the two portfolios;
  • Developing the department’s indirect budget in coordination with the RD;
  • Provide review of Purchase Orders;
  • Provide initial fund check for scheduled disbursements;
  • Approve other cash funding requests prepared by program staff;
  • Review and approve recode requests prepared by program staff;
  • Provide necessary program support during project start-up and close-out;
  • Serve as key liaison and issue escalation point with business administration departments;
  • Support implementation of policies, procedures and audit finding responses;
  • Coordinate review, update, corrections with Grants and Contracts team;
  • Procurement documentation prep and submission to GC (bids, PO requisition form)
    • Coordination of funder prior approval where applicable.
  • Subgrants:
    • Initial Review of Financial Reports
    • Supporting Program staff with the following –
      • Budget/Agreement Negotiation with Subrecipient (calls and emails)
      • Following up with Subrecipient to get responses
      • Following up with Programs to get responses related to subgrant SOWs and budgets
  • Coordinate with Grants and Contracts on request for obligations or other mods to awards;
  • Understanding of and demonstrated commitment to upholding Internews’ Core Values.


  • Relevant university degree required; Masters in related area preferred
  • Experience with non-profit project and portfolio management as well as developing or supporting USG and EU funded programs
  • Experience with financial analysis, accounting, bookkeeping and financial management
  • Grant proposal and budget development experience
  • Demonstrated interpersonal skills including diplomacy, tact, and the ability to negotiate
  • Spanish language skills a plus
  • Excellent communication skills: speaking, writing, and listening
  • Proven ability to set priorities and manage time effectively
  • Proven analytical and problem-solving ability
  • Proven ability to work both independently and as an effective team member
  • Proven ability to prioritize and handle multiple on-going assignments
  • Proficient in MS Office
